Alitalia, name to be changed and tug of war on slots. Here’s what you need for takeoff

by admin

ROMA – A game of chess with the mobility of the country at stake and the jobs of 10,000 and 500 people plus another 30,000 related industries. The tug-of-war with the European Union over the future of Alitalia – after an informal meeting that was held on Wednesday – would be in the pipeline and according to sources very close to the dossier, it is very close to finalizing a joint Rome-Brussels document. An agreement in principle that puts an end to the endless negotiation and that will allow the Roman carrier to restart in a new guise before the European decision on the 1.3 billion aid granted since 2017.

In the last few hours, the Italian company would have asked the Union for another 17 million euros in refreshments for the month of January 2021. Fresh money that if the EU agrees to grant for the damages from Covid 19, could unlock the salaries of April (today at risk). However, Alitalia received the 24 million Covid refreshments relating to the lack of activity in November and December. With this last disbursement the total figure rises to about 295 million but in total there are still 54 million compared to the 350 million requested by Rome.

Today the central node to be solved is that of Alitalia’s slots at Linate: the take-off and landing bands of the Milan airport are 70% in the hands of the national airline. The EU would like to reduce them to 35% of the total by selling them to other competitors but, as happens in Germany or France, Ita, a Mef company set up to acquire Alitalia’s assets in liquidation, wants to keep a substantial number of slots to be exploited also in future, past the pandemic. A compromise of close to 40% of the total should be reached. Since yesterday, however, Prime Minister Mario Draghi has also got his hands on the dossier and announced that he wants to verify that the moves made by Brussels are not too stringent for our country. And given the EU green light for new state loans to Air France in addition to those already granted to Lufthansa and other companies, an attempt is being made to lighten the burden on Italy.

For months, the EU has insisted on the discontinuity card: name to be changed, fleet reduced to 47 aircraft, staff of about 2,800 people hired with a new employment contract on the “arms” market and not only among former employees of the national airline but also among the employees, for example, of Air Italy today in liquidation. The logo with the tricolor “A” will change while the MilleMiglia points, handling and maintenance will be auctioned and sold. Alitalia will be able to participate with a minority stake to the exclusion of rewards managed entirely by third parties and rented from Rome. The Nuova Alitalia will essentially have only the flight part.

But what does it take for a new company to take off? Alitalia has already experienced the frenetic moments that occur during the transition from a public company (in 2009) to a private one. Today the opposite happens but the steps remain the same. According to ENAC regulations, each company must have managers responsible for flight operations, pilots, in practice flights and capacity must be guaranteed by offering seats on the plane to passengers in exchange for paying for the ticket. All in total safety, from the maintenance of the vehicles to the licenses held by the crew. The central figure in these activities is that of the accountable manager, or the manager appointed by the airline to manage direct relations with ENAC, the public body for civil aviation. To fly, you will also need the Coa, the air operator certificate that is issued by ENAC once all financial, personnel and flight safety requirements have been met. In January 2009, when Alitalia public ended up in the arms of the consortium led by Roberto Colaninno and wanted by the then Prime Minister Silvio Berlusconi, all the certifications were issued overnight, since the company was essentially the same. A gap of a few hours and the private Alitalia managed to take off again.

Today the risk is that the new public company will lose the Alitalia name and 75 years of history. in fact, the other companies based in Italy have long sensed the crisis and have taken a counterattack in anticipation of a rising summer season: after the dozens of national connections announced by Ryanair, easyJet, Volotea and Wizz Air, a new competitor. This is the Spanish airline Binter which debuts in Italy and announces its arrival at Venice Marco Polo airport and Turin airport, from which it will operate direct flights to the Canary Islands starting from July 2021.

For these reasons, the professional associations Anpac, Anp and Anpav, gathered in the FNTA, which represent the pilots and flight attendants of Alitalia, in the last hours have raised a cry of alarm to the Italian government. “The financial situation of Alitalia is dramatic, most likely next April 27 the commissioners will not have the money to pay salaries to employees. There is no more time to waste, the company is only a few weeks old” say Anpac in chorus. , Anp and Anpav. Finally, Filt Cgil, Fit Cisl, Uiltrasporti and Ugl asked for “stability and certainty on the next salaries for the month of April, reiterating that any further delay is no longer sustainable by the workers of the carrier in extraordinary administration”.
