According to the information, among the 79 institutions participating in the renewal, 52 payment institutions including Kayouzhi and Shanghai Chengfutong completed the renewal work.

At the same time, 8 payment institutions including Jialian Payment, Shanghai Hanyin, and Yunnan Benyuan suspended their renewals; while 19 payment institutions including Huitongbao Payment and Shangyinxin had their licenses cancelled.

Wang Pengbo, a senior analyst at Broadcom Consulting, told China.com.cn that on the whole, the main force exiting the market is still prepaid card institutions, and the payment market is still running very smoothly.

Eight institutions including Jialian and Hanyin were suspended for renewal

According to the reporter’s understanding, the fourth batch of payment institutions initially issued 95 licenses, accounting for 35% of all payment licenses (271), and was the largest batch of payment licenses. Under the tide of write-offs and mergers in recent years, 16 companies were finally eliminated, and only 79 companies entered the second round of renewal.

Of the 79 institutions, only 61 institutions voluntarily submitted renewal applications. For eight institutions, the People’s Bank of China decided to suspend the review of their license renewal applications due to the circumstances stipulated in Article 24 of the “Administrative Licensing Implementation Measures of the People’s Bank of China”. The 8 institutions include: Huichao Payment Co., Ltd., Shanghai Hanyin Information Technology Co., Ltd., Yinshitong Information Technology Co., Ltd., Jialian Payment Co., Ltd., Jiupai Tianxia Payment Co., Ltd., and Sinosteel Yintong Information Technology Service Co., Ltd. , Jiangxi PayPass Information Technology Co., Ltd., and Yunnan Benyuan Payment Management Co., Ltd.

China Net Finance reporter noticed that the license types of the 8 payment institutions that have been suspended are no longer limited to prepaid cards, including bank card acquiring and mobile payment and Internet payment licenses.

Wang Pengbo told the China Net Finance reporter that during the “suspended” renewal of the license, payment institutions can operate normally.

The licenses of 19 payment institutions including Huitongbao were cancelled

Among the 19 canceled licenses, the most concerned is that Huitongbao Payment was delisted by the central bank. The information shows that Huitongbao Payment was delisted by the central bank because it failed to comply with the provisions of Article 17 of the Administrative Licensing Implementation Measures of the People’s Bank of China. Among the remaining institutions whose licenses have been cancelled, 10 institutions including Shangyinxin Payment Service Co., Ltd., Shanghai Yifu Digital Technology Co., Ltd., and Shanghai Commercial High-tech Development Co., Ltd. have not submitted applications for the renewal of the validity period of the “Payment Business License”. No renewal; 8 institutions including Shanghai Xinhua Media E-Commerce Co., Ltd. and Shandong Chenglian All-in-One Card Payment Co., Ltd. have withdrawn voluntarily within the validity period of the “Payment Business License”.

Wang Pengbo said that based on the existing information, most of the institutions that have not submitted renewal applications and voluntarily withdrawn hold prepaid card type licenses. From an industry perspective, the main reason is that the rise of mobile payment has driven changes in the overall business logic, and at the same time, provisions related to the management of reserves and changes in tax policies will affect the performance of prepaid card licensees in the original model.
