The ministries involved, under the direction of Palazzo Chigi, would have found an agreement on the new edition of incentives for the car market. Yesterday, immediately after the meeting of the Council of Ministers, a meeting was held between Undersecretary Roberto Garofoli and the technical ministers of Economy, Development, Transition, Infrastructure and Labor. “The government is finalizing the first intervention measures that will be formalized in the next few days” reports Palazzo Chigi. A definitive version of the Prime Minister’s Decree (Prime Minister’s decree) that the 8.7 billion super-fund for the automotive industry must restart at least for the first few years until 2030 should be ready for Wednesday. The Dpcm will then have to pass the scrutiny of the Court of Auditors and be published in the Official Journal, and the online platform for the booking of incentives by dealers will then have to be updated. In other words, for the operation of the eco-bonuses it could arrive at the end of April.

Procedure complicate

The energy decree, which allocated 8.7 billion to be divided between demand incentives and measures to support the conversion of companies in the supply chain, provides that the Dpcm will be adopted by today. The government is therefore late. A shift that the Minister of Economic Development Giancarlo Giorgetti, who has the role of proponent, attributed to the complicated procedure in concert with the other ministries and the timing of their observations. Requests for changes to the first drafts were received especially from the Ministry of Infrastructure and the Economy. “It was about time, finally, the incentives for a sector in great distress,” Giorgetti said in the evening. This first Dpcm should only concern the incentives for the three-year period 2022-2024, with subsequent measures the resources will be shared out for the production chain, confirming the system proposed by Economic Development.

The breakdown

The incentives will go to 650 million euros per year from 2022 to 2024. In the 0-20 g / km CO2 range, the bonus will be 3 thousand euros which will become 5 thousand with the scrapping of a vehicle lower than the Euro6 class. The price ceiling is 35 thousand euros excluding VAT. In the 21-60 category, the incentive is 2 thousand euros and doubles by scrapping (the price ceiling rises to 45 thousand euros). For the 61-135, including several diesel and petrol models, 2 thousand euros only with scrapping and a ceiling of 30 thousand euros. In this case, resources drop over the years: 170 million, 150 and 120 in 2024. Incentives also for electric motorcycles up to 4 thousand euros and for thermal engines (2,500 euros). Cars registered to companies (if not for car sharing) and commercial vehicles whose inclusion has also been discussed would remain out.
