News coming, from February 1st, also for renewable plants and their new energy contracts in order to partially lighten the system burden on bills. It is expected that “on the electricity produced by photovoltaic systems with a power exceeding 20 kW who benefit from fixed tariffs deriving from the Energy Account mechanism, not dependent on market prices, as well as on the electricity produced by plants powered by hydroelectric, geothermal and wind power who do not access tariff incentive mechanisms for difference, a two-way compensation mechanism on the price of energy “. Basically, the GSE (Energy Services Operator) will calculate a reference price based on the average of the hourly zonal prices since the plants entered into operation at the end of 2020, re-evaluating them on the basis of inflation . On the other hand, it will calculate the hourly market zonal price of electricity or, for contracts prior to the decree, the average price indicated in the contracts themselves. Once the difference between the average prices of the energy produced up to 2020 has been calculated and current prices, depending on the result (positive or negative) the GSE will transfer the amount to the producer or request the corresponding amount. Basically, the producers will have to pay the GSE any extra profits, or they will collect the figures if the difference is negative.

The draft concludes this chapter with a procedural intervention to speed up the authorization process for renewable plants and includes an article (“Reduction of environmentally harmful subsidies”) whose content is however absent: according to sources cited by press agencies, we speak of about 100 million.

The refreshments

Confirmed, in the document circulated, the main interventions concerning the support of the activities still in difficulty due to the fallout of the pandemic: there is the refinancing of the Fund to support closed economic activities and the payment of VAT and additional personal income tax will be stopped for activities that are prohibited or suspended until January 31, 2022. Taxes must be paid, without penalties, by September 16.

For the urgent support measures for the culture sector there are various refinancing of funds for a total value of 111 million.
