Broadband in 7 million Italian civics: green light for the 3.7 billion ban. Works to be completed in 4 years

ROMA – Government tries to bring fast internet to another 7 million addresses (house numbers) all over Italy. With the first of the calls “Italy at 1Giga”, almost 3.7 billion euros of the European plan to revive economies (Pnrr) are on the table.

The announcement is one of the interventions of National strategy for Ultra Broadband which also plans to connect schools and health facilities, in addition to the promotion of mobile networks in 5G technology.

The civics involved are divided into 15 geographical areas, the lots, where the winning operators of the loans will operate. The works must be completed by 30 June 2026.

To participate in the tender, managed by Infratel Italia on the basis of the agreement stipulated with the Department for digital transformation and Invitalia, it is necessary to register on the telematic platform ingate.invitalia.it.

Companies can submit bids within 1 pm on March 16, 2022, intended for one, some or all of the lots placed in the tender and will be awarded a maximum of 8 lots.

The public contribution will cover up to 70% of the expenses incurred while a share of not less than 30% will remain the responsibility of the beneficiary.

The winner of the tender must guarantee wholesale access to all market operators – ie the passage – along the financed infrastructures, as established by the Communications Authority (AgCom) and the call for tenders.

To ensure compliance with the obligations of the call by June 2026, the government sets half-yearly coverage objectives and a system of penalties in the event of failure to reach civic numbers and delay in the completion of the works.

I award criteria will be the same for all lots and will include:
– the economic offer,
– the characteristics of the networks used, including the architecture and sizing of the network,
– the quality of staff recruitment and training and project management plans,
– commitments related to inclusion, gender diversity, people with disabilities and support for disadvantaged groups
– and any improvements with respect to the required performances and technical and economic conditions.

On May 25, 2021, the Interministerial Committee for Digital Transition approved the Italian Strategy for Ultra Broadband (“Towards the Gigabit Society”) which, in implementation of the PNRR plan, meets the digital transformation objectives indicated by the European Commission in 2016 and 2021:

– with the Communication (COM / 2016/0587) on Connectivity for a competitive digital single market,
– and with the Communication (COM / 2021/118) on the 2030 digital compass (“Digital compass”).
