Xi’an News Network reported on the evening of September 13, Douyin issued a statement stating that “Bytedance is suspected of stealing Tencent’s relationship chain” is a rumor, and the court has officially opened a case.

In the morning, at a press conference held by the Information Office of the State Council, Zhao Zhiguo, director of the Information and Communications Administration Bureau of the Ministry of Industry and Information Technology, stated that “restrictions on the identification, analysis, and normal access of URL links without justifiable reasons have seriously affected the user experience and also harmed the user experience. It also disrupted the rights of users and disrupted the market order.” In the evening, a source named “Tencent related person in charge” appeared in some media, claiming that WeChat blocked Douyin because “ByteDance is suspected of stealing Tencent’s relationship chain.”

Douyin said, “Tencent has spread similar rumors to the outside world many times, and we have filed a lawsuit with the Nanshan District Court in Shenzhen. On July 5, 2021, the court has officially filed the case. Currently, the case is in the process of trial.”

In response to this rumor, Douyin stated in a clarification statement: 1. Douyin recommends friends mainly based on the personal information authorized by the user and has nothing to do with Tencent; 2. The WeChat relationship chain is technically impossible to obtain unless WeChat actively provides it; Third, the court decision also proved that Douyin did not obtain the user WeChat/QQ relationship chain.

Regarding the ownership of the user relationship chain, some industry experts believe that it should belong to the user. Wang Qinghua, director of the Digital Economy and Law Research Center of Beijing Normal University Law School, said that in the production and use of user data, users and platforms are not contractual relationships. As a data producer, the data authorization effect of the third-party platform should be higher than that of the platform authorization.
