Recently, the State Administration for Market Regulation (Standard Committee) approved the release of the No. 1 Amendment to the National Standard GB 23350-2021 “Restriction of Excessive Packaging Requirements for Food and Cosmetics”, which will be implemented on August 15, 2022.
Compared with the GB 23350-2021 standard revised and released last year, there are four major changes in this revision: First, the number of packaging layers is reduced, and the number of packaging layers for moon cakes and rice dumplings is reduced from a maximum of four layers to a maximum of three layers. The second is to compress the packaging gap. The necessary space factor is the core index of the packaging gap, which reflects the compactness of the packaging. The smaller the value, the smaller the packaging gap. This time, the necessary space factor of moon cakes has been reduced from 12 to 7, which is equivalent to a 42% reduction in packaging volume; the necessary space factor of rice dumplings has been reduced from 12 to 5, which is equivalent to a 58% reduction in packaging volume. The third is to reduce the cost of packaging. For mooncakes and dumplings with a sales price of more than 100 yuan, the proportion of packaging costs in the sales price will be reduced from 20% to 15%; for mooncakes and dumplings with a sales price of less than 100 yuan, the proportion of packaging costs Keep 20% unchanged, of which the packaging cost generally refers to the packaging purchase price signed by the food company and the packaging company, and the sales price generally refers to the contracted sales price signed by the food company and the sales company; at the same time, it is required that the packaging materials shall not use precious metals and mahogany materials. Fourth, strict mixing requirements stipulate that moon cakes should not be mixed with other products, and rice dumplings should not be mixed with other products that exceed their prices.
Since the beginning of this year, the Chongqing Municipal Bureau of Market Supervision has carried out measurement supervision and inspection of commodity packaging (also known as excessive packaging) throughout the city, and has issued supervision tasks to districts and counties through the “Internet + Supervision” system, mainly inspecting rice dumplings, moon cakes, alcoholic beverages (including liquor) , red wine, rice wine, etc.), tea, processed agricultural and sideline commodities, cosmetics and other commodities, a total of 156 commodity packaging production (sales) enterprises, 400 batches, have been randomly checked 11 dumpling production (sales) enterprises, 30 batches. It eliminates the waste of resources caused by excessive packaging, safeguards the legitimate rights and interests of consumers and maintains a fair and orderly market, and creates a festive environment for green production and green consumption.
In the next step, the Chongqing Municipal Bureau of Market Supervision will carry out publicity and training activities for the new national standard across the city, guide production enterprises to strictly implement their main responsibilities, and actively enhance the city’s consumers’ awareness of scientific and healthy consumption.
