Through AI Express, on November 29, CICC commented on the Central Bank’s “New Regulations on Payment Codes” and pointed out that professional acquiring service agencies have the opportunity to enter more small and micro merchant service markets. Although in the current period, from the perspective of smooth migration and protection of the interests of small and micro businesses, Alipay/WeChat Pay may not charge the acquirers who have upgraded to commercial codes immediately (compared to similar free transfer services before); but for a long time, it is for all offline operations. The fairness of merchant charges and the gradual increase in their own compliance/service costs do not rule out the possibility of Alipay/WeChat Pay charging directly connected merchants in the future (currently, the bar code rate borne by offline merchants is mostly around 0.38%).
