Draghi: “We will grow over 6% in 2021, twelve billion to cut taxes. And we will carry out much stricter controls on citizenship income “

“The country will grow well over 6%, it is a very favorable moment for Italy. We must maintain this growth for future years as well ». This is how Mario Draghi made his debut, presenting himself at the press conference shortly after half past seven in the evening. There were a lot of complex knots on the table and, for now, Draghi has untied them. At the end of the council of ministers that released the maneuver, the prime minister starts from the obviously hottest issue, pensions and a quota of 100. With “quota 102”, that is the possibility of retiring with 64 years of age and 38 contributions, in the only 2022, Draghi has put on the table a last mediation on the subject of pensions. It is a solution that appeals to the majority, including the League, but above all it appears a calming signal to the unions (even if it was not enough to ease the diffidence of Fiom).

“For taxes, we are making twelve billion available to reduce the tax burden,” Draghi immediately clarified. “Not just eight billion, as I read around. Eight billion go to a targeted intervention to reduce taxes on companies, on people, on the tax wedge and there are various hypotheses of use of these 8 billion that we will define with Parliament ». “We allocate 89 billion from 2022 to 2036. All this leads to a figure of around 540 billion in investments over the next fifteen years: infrastructure, north-south divides, digital and ecological transition”.

Maneuver, Draghi: “We allocate 12 billion to reduce the tax burden”

On pensions, the premier explained the basic lines: «Keep everyone together in the contributions, to ensure the stability of the pension system over time. There will be an intense confrontation with the social partners, with Parliament, with everyone ». Later, he added: “I don’t expect a general strike, it would seem strange to me. There is the government’s willingness to reason ». Also because, says the premier, with the trade unions “there has been no trauma and no clash” and “this is not the reason” why the government has not decided how to allocate the funds for the tax cut. This is simply the first significant act of tax reduction that takes place after the approval of the tax delegation “and since there was no time to define the implementing decrees” it is natural to define these weights after an interlocution that holds account of the work of the Parliament but also of the confrontation with the social partners ».

“This budget law – explained the premier – provides for an ambitious reorganization of social spending, the reform of social safety nets is profound and is based on the principle of universalism. We also increase the amount for unemployment benefit ». The Prime Minister also spoke of one of the ideas he cares most about: “The budget law is consistent with the Recovery and Resilience Plan, we accelerate funds strongly” and among the projects one of the “most important ideas is that of have a standard format for the construction of schools designed by great architects and that the municipalities will be able to use: the time to build a school could be reduced ».

“The Italians and the Italians do the growth, not the laws, but this law lays the foundations for this growth to continue at a higher level, and is more equitable, than the levels before Covid”.

On citizenship income, after how long will it be removed? There have been pressing demands on this from the M5S. Draghi replied as follows: “I agree with the principle of citizenship income but it must have an application that, on the one hand, is free from abuse and on the other hand does not hinder the proper functioning of the labor market”. The premier then added that “different control mechanisms have been envisaged that will have to ensure that the first objective is achieved (“Controls that – he underlined – will be” more precise and ex ante the perception of income “) and that also the second, that is, that the income for the employable is not an obstacle to the acceptance of job offers ». Draghi also pointed out that “the previous system did not work” and that now, while “maintaining the spirit”, the aim is to encourage employment. «Moreover – he added – unlike before, when by accepting the income everything was lost, this is now graduated so that it is an incentive to accept the job offer. But we are thinking about this, ”he explained.

He also spoke at Palazzo Chigi the Minister of Economy Franco, who summarized the measures in detail, also explaining the philosophy of the measure: «It is an expansionary maneuver to recover the GDP lost last year. We try to have a medium-term vision, also looking at the following years. Helping our society to emerge from the crisis caused by the pandemic. The idea is that in the second quarter of next year our GDP will return to pre-crisis levels ».

Franco then added: “We will increase the resources available for citizenship income by one billion, resources that in 2022 will remain the same as in 2021. There will be a reduction in the tax burden”. The interventions on health, Franco communicated, foresee: “We intervene with 4 billion on health expenditure, the first half is destined for vaccines and anticovid drugs, the other for national health expenditure”. Franco also spoke of the sinking of the negotiations with Unicredit on Mps: «He leaves us with the Prime Ministerial Decree of 12 months ago, which continues to ask us to dispose of it. We immediately asked for an extension in Brussels “, so as to” have time to proceed without haste in an appropriate manner. We think we will explore further possibilities, if there are none we will continue to manage MPS as shareholders, trying to ensure that it becomes efficient and solid ».

The Minister of Labor and Social Policies, Andrea Orlando stressed that the maneuver is “of strong social significance, and addresses the inequalities that risked growing with the pandemic”. And on citizenship income, he explained that “a mechanism has been introduced that pushes people to look for work more”.
