The suspension of bills for the earthquake areas of central Italy and Ischia has been extended to 31 December 2021. This was established by the Arera energy authority, referring to the law that converted the so-called Milleproroghe decree. However, the concessions will no longer be “a rain” but more targeted. They will concern the supplies and utilities that are in a red zone (where, therefore, it is not possible to live until they are made safe), those that, although not in the red zone, are in unusable buildings and all those relating to “Casette”, the Sae and Mapre emergency housing solutions.

The situation has changed, perhaps also thanks to the “moral suasion” of Arera which, at the end of 2020, had asked the policy to stop the aid rain by focusing on those who really needed it. In that communication, the same authority recalled how the decree law 104 had established the suspension of bills throughout the seismic crater, whether they were viable or uninhabitable houses and that from the data in its possession it appeared that “only a small percentage of those entitled have submitted the necessary declaration of unusability to the Revenue Agency “.

Now we change: customers must communicate to their manager, by 30 June 2021, that they have submitted the declaration of unusability to the Revenue Agency and Inps and that they resided, at the time of the earthquake, in the house for which they want to suspend the facilitation. The deadline for issuing the balance invoice has also been extended to the last day of 2021. In that invoice, among other things, the manager will also have to calculate all the benefits accrued up to that moment. In short, the time to pay those bills will come but it will still be a lower amount than it would be in normal conditions. If the balance invoice has already been sent, the unexpired installments can be suspended.

A final measure, also with a strong impact, provides that in the event of unpaid installments of balancing invoices already issued, sellers and managers “will not have to proceed with recovery actions for arrears”.
