Emilia-Romagna model to be replicated for the green transition

by admin

“Emilia-Romagna is a leading region for the ecological transition, an example that knows how to combine enviable quality of life, development and social justice, one of the most balanced models ever at a European and not just national level”. This was stated by the Minister of Ecological Transition, Roberto Cingolani, at the end of the event in streaming to present the three-year program for the 2022-2024 implementation of the Regional Energy Plan. The Implementation Plan studied by viale Aldo Moro is taking shape after a long process of discussion with the whole Emilia-Romagna community, the world of research, universities and all regional and national stakeholders, towards a single goal: decarbonization of the via Emilia by 2050, reaching 100% of energy production from renewable sources in 2035 with an efficiency increase target of around 4% per year.

The Goal Lines 13

Goals that are part of the lines already set by the “Goal 13” of the 2030 Agenda, by the regional Pact for work and climate (reformulated a few months ago after the debut in 2015), of the Draghi Government’s programming with the modification of the integrated national plan for energy and climate (Pniec) and the expected plan for the sustainable energy transition of suitable areas (Pitesai). This, in the framework of the European Climate Law which raised the target of reducing greenhouse gases in 2030, bringing it to -55% compared to 1990 levels.

Bonaccini: a key driver

«Energy represents for Emilia-Romagna one of the fundamental drivers for the development of territories and communities. And the investments – said the president of Emilia-Romagna, Stefano Bonaccini – that look at the ecological transition will be a fundamental lever to restart our socio-economic system ». And it undertakes to increase the resources to be dedicated to the transition to a green ecosystem, after having committed almost half a billion in previous plans, including European, state and regional resources. “We aim at the transition of the production sector and all the value chains towards a sustainable model of inclusive growth, capable of facing the double challenge of green and digital transformation, leveraging the principles of the circular economy”.

Integrated use of sources and sharing of choices

«If there is a model that Emilia-Romagna can represent, it is that of sharing upstream of the strategic choices for the entire territory. The need for greater technological innovation, widespread digitization, new skills, with the request to focus decisively on urban regeneration emerged strongly from the comparison process – recalls the regional councilor for productive activities, Vincenzo Colla – , on the integrated use of all renewable sources, including biogas, biomethane and hydrogen, and to support the development of energy communities ”. Thus breaking a spear in favor of projects in the Adriatic offshore and in the Romagna oil & gas district.

Absorption of industries

The industrial system absorbs about one third (33%) of final energy consumption in Emilia-Romagna, with 4.2 Mtoe of final consumption of which over 70% consists of natural gas and the remainder practically only electricity. Companies will therefore have to reinvent their production cycles in a new dimension of circularity, reducing energy consumption, gradually increasing the use of secondary raw materials, redesigning objects capable of maintaining their functionality over time, to allow, at the end of their life , recycling and reuse of materials and components.
