Lu Media mentioned in the report that Baihetan Hydropower Station has a “Mount Everest” in the world‘s hydropower industry. What is it? That is, the single unit capacity of the hydroelectric power station is 1 million kilowatts, ranking first in the world, and more importantly, the report said that this is a unit designed and manufactured by China completely.

However, it was this Mount Everest technology that was exposed by well-known water conservancy experts, and it was all copied. Today, let’s talk about this Baihetan Hydropower Station, the world’s largest unit, what is going on?

“Independent innovation” or plagiarism?

The Baihetan Reservoir dam project, located at the junction of Liangshan Prefecture in Sichuan Province and Zhaotong City in Yunnan Province, is the second cascade of the four hydroelectric power stations on the lower reaches of the Jinsha River.

In 2010, the construction of the Baihetan Reservoir dam project began, with a total installed capacity of 16 million kilowatts. It has been under construction for almost 11 years, and it will be fully operational for power generation until July next year. The previous second largest hydropower station in the world was the Itaipu Hydropower Station on the border of Brazil and Paraguay. However, the completion of the Baihetan Hydropower Station will replace Itaipu Hydropower Station as the second largest hydropower station in the world.

We have seen that the mainland official media emphasized in the report that the Baihetan Hydropower Station is “independent innovation, intelligent manufacturing, and a series of technological breakthroughs and innovations in the construction process, demonstrating China’s complete industrial chain.” We looked through the information. As early as 1992, when the Three Gorges Hydropower Station was approved by the People’s Congress of the Communist Party of China, China was only able to build 320,000 kilowatts of hydroelectric generating units. Thirty years later, Baihetan is now Independently designed a 1 million kilowatt water turbine generator set.

However, Mr. Wang Weiluo, a well-known water conservancy expert living in Germany, believes that this kind of leap has just confirmed the essence of the CCP’s 40-year economic reform and opening up, which is plagiarism.

In fact, the CCP itself was the first to expose plagiarism in China’s hydropower construction. In September 2005, the official website of the Chinese Communist Party published an article “The Localization of Three Gorges Extra Large Generating Units Across the 30-year Gap with Foreign Countries.” The article stated that the Three Gorges planned to design and install 700,000 kilowatts of large units, but at that time, China does not have such design and installation capabilities, so the Three Gorges Construction Committee of the State Council of the Communist Party of China decided to let the Three Gorges take a road of “technology and trade integration, technology transfer, joint design, and cooperative production”. Let’s review the situation of the Three Gorges tenders that year.

In June 1996, China Three Gorges Corporation announced the purchase of 14 700,000-kilowatt hydro-turbine generator sets. In the more than 2,000-page bidding document, technical standards and technology transfer terms were stipulated, which mainly involved two major items: 1. Yes, the bidder is fully responsible for the economic and technical needs of the equipment supplied, and must design and manufacture jointly with qualified Chinese manufacturing companies; second, the bidder must transfer core technologies to Chinese-made companies and train Chinese parties Personnel; It must be a Chinese company that manufactures 2 units. In other words, foreign companies not only provide equipment, drawings, and technology, but two of the units must also be taught in Chinese factories by foreign companies.

As the world‘s largest hydropower station, the tender for the Three Gorges Hydropower Station has attracted many international companies. Finally, in 1997, the supply group composed of Alstom of France and ABB of Switzerland won the bid for 8 units, and Harbin Electric Co., Ltd. participated in the cooperative manufacturing; the supply group composed of GE of Canada, Voith of Germany and Siemens VGS won the bid for 6 units, and Dongfang Electric Co., Ltd. participated in the cooperative manufacturing.

An article on the official website of the Communist Party of China said, “This attractive’big cake’ of the Three Gorges Project has enabled the winning foreign businessmen to fully respond to the conditions of technology transfer and promised that the unit design software source program will be transferred together.”

Technology learning or forced technology transfer?

It seems that these foreign companies that have won the bid have voluntarily agreed to the transfer of technology. Just like the CCP itself said, the Chinese side did not force it. Is this plagiarism in this way by the CCP? Regarding this point, Mr. Wang Weiluo believes that if an agreement is reached through voluntary negotiation between the two companies, it is a commercial act. If the government is involved, just like the Three Gorges Project, if the oppressor must provide all the drawings and help the Chinese company to manufacture equipment, this is the forced transfer of technology, the interference of technology, that is, the theft of technology.

In 2019, Deutsche Welle also had an article in which it said that the key to determining whether it is mandatory technology transfer depends on whether the government has intervened in the transfer of technology in “inter-company trade.”

The article also uses China’s high-speed rail as an example, and believes that this is a typical case in which the Chinese Communist Party’s administrative department directly asked foreign companies to “trade technology for the market.” In 2004, when China conducted the first high-speed train procurement bidding, the Ministry of Railways at the time clearly stated in the bidding that “key foreign technology must be transferred, prices must be preferential, and Chinese brands must be used.” At that time, Siemens and Alstom Foreign manufacturers were not allowed to negotiate directly with local Chinese companies such as CSR and CNR at the time, and could only negotiate with representatives of the Chinese Ministry of Railways. With this mode of operation, the CCP finally achieved a “leapfrog development” in the field of high-speed rail.

Everyone should know that the Three Gorges Project is a government project of the CCP. It is a project promoted by the former Prime Minister of the CCP Li Peng himself. Li Peng himself mentioned in his “Three Gorges Diary” that even the contract text Li Peng participated in. At that time, Lu Youmei, the general manager of the Three Gorges Development Corporation, was a senior official of the Chinese Communist Party, and he had to report directly to Li Peng. In other words, the import of 70 kilowatts of hydroelectric generator sets for the Three Gorges Project is not a normal and equal trade exchange between Chinese companies and foreign companies, but a compulsory technology transfer carried out by the CCP government using market advantages.

During the construction of the Three Gorges, Harbin Electric Company learned key technologies from Alstom in France, and sent nearly a hundred people to study abroad. Dongfang Electric Company also received training from the supplier group VGS. This kind of ethical approach is called the “Three Gorges Model” by the CCP. The CCP stated on the official website of the government, “Relying on the Three Gorges Project, the two companies have successfully taken the three steps of’technology transfer-digestion and absorption-independent innovation’. This approach is called the “Three Gorges Model” in the industry.”

However, this process made engineers of Western suppliers feel very painful. In his book “The Future of Water”, the academician of the French Academy, EriK Orsenna, wrote a section called “The Three Gorges and Thirty-two Turbines”, which mentioned the installation of turbines for the Three Gorges. An Alstom engineer said that the entire Three Gorges Project has 32 turbines. Alstom is responsible for the construction and installation of 14 of them. What about the remaining 18? Those 18 are all copies of Alstom. In order to win the contract for these 14 turbines, Alstom must provide all the drawings. The Chinese only need to draw the gourd.

The engineer named Morris said that what made him painful was that Alstom was not mentioned at all during the construction of the dam, and the word Alstom was not seen in the materials. There was never Alstom. The name is like the Chinese side really did it all independently!

Morris said that in any other country, television and newspapers will interview them on the day of completion, and there will be joy in Alstom, because the work results have been affirmed, but it is different in China. Morris said that they are nothing in China, at most a subcontractor.

It seems that the “big cake” given by the Chinese Communist Party in the Three Gorges area looks tempting, but the people who ate it are not happy because it is not worth the gain. Therefore, the “Three Gorges Model” promoted by the CCP is not actually technical learning, but technical theft.

The strange thing is that in May 2006, the Three Gorges Dam was officially completed. However, for such an important achievement, the Beijing authorities did not hype it up. There was neither a grand celebration ceremony nor a state leader personally on the scene. Wang Weiluo once revealed that the launch of the Three Gorges Project was actually a political deal between Li Peng and Jiang Zemin. At that time, Jiang Zemin was eager to form an alliance with the then Prime Minister of the Chinese Communist Party Li Peng to consolidate his leadership. Therefore, Jiang Zemin personally pushed forward the Three Gorges Project proposal. Passed by the People’s Congress of the Chinese Communist Party.

But the fact is that the hidden dangers of flooding caused by the Three Gorges Dam are very serious. After its completion, there will be floods almost every year in southern China. More importantly, the CCP’s construction of the Three Gorges Dam cut off the dragon’s veins of the Chinese nation, destroyed China’s geomantic omen, and caused disasters in the Three Gorges basin.

One of the CCP’s own experts, Zang Qichao, summed it up in a very precise speech. He said that the reform and opening up the country, the CCP allows foreigners to come in and technology to bring in. The CCP government encourages enterprises and foreigners to “partner, learn, and do it alone.” Ten years have passed. The CCP’s enterprises have indeed gone their own way. In the end, looking back, the plant, equipment, technology, patents, market, and brand are all owned by the CCP.

This Baihetan Hydropower Station has the technical foundation laid by the Three Gorges, and now this Baihetan Hydropower Station also has six world firsts that the CCP is proud of. However, as the CCP experts said, the drawings are no longer copied, and there are no drawings. Now, how long can I sit for the first one stolen by the CCP?
