The investigation of the Milan public prosecutor’s office on the big fours of delivery food, Uber Eats, Glovo-Foodinho, JustEat and Deliveroo brought to the front pages of what had long been there for all to see: riders who, in Milan like elsewhere, they cut roads, burn traffic lights, invade sidewalks, and are often the victims of accidents. Whatsapp images of radiographs with multiple fractures attached to worried messages sent to colleagues were captured on the smartphone of one of them: “I have to heal quickly otherwise they will delete me from the app”. In times of Covid the phenomenon has exploded. The prosecutor wanted to see clearly. The “digital” corporal is hypothesized as the prosecutor Francesco Greco, the adjunct Tiziana Siciliano and the prosecutor Maura Ripamonti have kept to specify, given that it works with apps and smartphones. Fines of € 733 million were imposed. The big four have chosen the path of “hierarchical” appeals to oppose the sanctions. The bodies in charge will now be responsible for evaluating the reasons given by the power of attorney and those of the suspects. And perhaps the investigation has served some purpose, given that in recent days the CGIL, CISL, UIL and Assodelivery have signed an Experimental Framework Protocol for legality, against the illegal hiring. The delegation of the investigations was entrusted by the Public Prosecutor to the Carabinieri of the Labor Protection Command, 570 men throughout Italy commanded by Brigadier General Gerardo Iorio. In this case, in Milan, the investigations were carried out by the men of Colonel Antonino Bolognani, for seven years at the investigative unit in via Moscova.

It is not at all. We, like the whole weapon, are working with an integration criterion between specialty sectors, for example the Nas, and the territorial divisions, stations included. We also do this on the basis of article 55 of the Dpcm of 2 March 2021 which, taking up the content of the previous decrees, gives the prefects the right to use, for aspects relating to safety and health at work, the Inspectorate and the Command Carabinieri for Labor Protection. An activity that, as Inail herself acknowledged, has contributed to significantly lowering the level of contagion in the workplace.

I do not think it is possible to make a ranking by sectors just as it is not easy to draw up a ranking on a geographical basis. Speaking of illegal hiring, the phenomenon often tends to be traced back, for example to agriculture, referring to the South. However, the results of investigative activities show that the phenomenon exists in Veneto and Lombardy, in the province of Mantua, as well as on the outskirts of Milan. The same thing applies to the sectors involved which are practically all, from agriculture, to the tertiary sector, to construction. The activity of contrasting illegal hiring that we carry out as a “sector of specialties”, mainly concerns the most qualified segments of the exploitation of labor as well as of “illegal work” and, therefore, of the undeclared. The control of the territory and the acquisition of information carried out by the territorial commands of the Arma are of fundamental importance, which constitute the real added value in the activity of contrasting these phenomena, made even more effective by our specialist contribution. As regards the controls, also in terms of anticovid, it must be said that the inspection activities we carry out have a precise criterion: the checks are carried out on the basis of specific indicators. This is precisely to avoid having a negative impact on an entrepreneurial fabric that is objectively healthy and considerably conditioned by the consequences of the pandemic.
