Landlords in particular benefit

“In order to make it possible for needy households to live at all, the state is now forced to accept steadily rising rents on the free housing market,” said study director Matthias Günther. The public sector pays rents that are often significantly higher than the average rent. “As a result, the necessary government spending on housing benefit and accommodation costs has exploded,” he added. In the end, it was primarily the landlords who benefited from this.

The social association VdK Germany also criticized a failed housing policy. “Housing is an existential need that cannot be left primarily to the forces of the free market,” said VdK President Verena Bentele. An offer of affordable housing is part of the state’s public services. “If it is missing, those affected are very afraid of their existence.” According to Bentele, social housing must first be built that is absolutely barrier-free.

According to the Pestel Institute, in 2023 the state spent more than 20 billion euros in social spending to support needy people with housing for the first time. Of this, 15 billion euros went to accommodation costs, which are mainly paid by the job centers. Another five billion euros were spent on housing benefit.
