MILANO – Together with the bridging allowance for children, from 1 July it is possible to apply to INPS also for the so-called ISCRO allowance, Extraordinary Income and Operating Continuity Allowance, provided for by the Budget Law and dedicated to self-employed workers enrolled in the separate management of the Social Security Institute. This is a support, governed by the INPS circular of 30 June 2021, n. 94, which holds between 250 euros and 800 euros, depending on the requirements. The allowance is scheduled for 2021, 2022 and 2023 and the application must be submitted by 31 October.

Waiting for the reform of social safety nets which should precisely provide for new protections for self-employed workers – a summit between Ministers Orlando and Franco is scheduled for July 7 – the experimentation of an institute has therefore begun, which was welcomed as a real revolution when approved. 128.7 million were posted for its introduction – of which 70 in 2021 – but the mechanism provides for Iscro to feed with the welfare contribution of the same VAT numbers to the separate Inps management. The rate increased in 2021 from 0.74 to 1% and in 2022-23 from 1 to 1.25%. “For an income of 20 thousand euros net per year this is just 28 cents more per day”, calculated at the time Chiara Gribaudo (Pd) who promoted the measure.

In the dedicated section of the INPS portal it is detailed that “the monthly amount is calculated on the basis of the latest self-employment income certified by the Revenue Agency and held by the Institute at the time of the application. The service was established on an experimental basis for the three-year period 2021-2023 and can be requested only once in the three-year period by 31 October of the reference year “. As an experimental measure, the appropriate allocation must not be exceeded: the Institute is responsible for “monitoring compliance with the spending limit, communicating the results of this activity to the Ministry of Labor and Social Policies and the Ministry of Economy and Finance. If the aforementioned monitoring reveals the occurrence of deviations, even prospectively, the service cannot be recognized “.

Lot of the requirements to be able to apply, in addition to the basic one to be registered in the separate management:

a) not to be holders of direct pension treatment and not to be insured with other compulsory social security forms;

b) not be beneficiaries of Citizenship Income pursuant to the decree-law of 28 January 2019, n. 4, converted, with modifications, by the law 28 March 2019, n. 26;

c) have produced an income from self-employment, in the year preceding the submission of the application, lower than 50 per cent of the average income from self-employment achieved in the three years prior to the year preceding the submission of the application;

d) have declared, in the year prior to the submission of the application, an income not exceeding 8,145 euros, annually revalued on the basis of the change in the ISTAT consumer price index for blue-collar and white-collar families compared to the previous year;

e) be in compliance with the compulsory social security contribution;

f) be holders of an active VAT number for at least four years, on the date of submission of the application, for the activity that gave the right to enroll in the current pension management.

In the note with which the Institute made public the opening of the window for the questions, the quantum of the measure e was also mentioned the obligation for the recipients to update themselves professionally. “The indemnity can be requested only once in the three-year period 2021-2023, it starts from the first day following the date of submission of the application and is due for six months – we read in fact – The amount is equal to 25 per cent, on a half-yearly basis, of the most recent self-employment income certified by the Revenue Agency, it does not provide for crediting of notional contributions and does not contribute to the formation of income. And again:” The payment of the Iscro indemnity requires the participation of the beneficiaries in professional refresher courses whose criteria – such as the relative financing – will be defined by a specific decree of the Minister of Labor and Social Policies and of the Minister of Economy and Finance “.

Finally, as for the how to submit the application, this “must be submitted exclusively electronically by October 31 of each of the years 2021, 2022 and 2023, using the usual channels available to citizens and patronage bodies on the Institute’s website and the Inps PIN credentials (yes reminds that the Institute no longer issues new PINs from 1 October 2020), SPID level 2 or higher, Electronic Identity Card 3.0 (CIE) and National Service Card (CNS).
