As of the end of December 2023, institutional investors in China’s A-share market accounted for 23% of the shares. While this is an increase of over 6% from the end of 2018, it still lags behind countries like the United States and Hong Kong, where institutional investors hold more than 50% of shares.

Jia Wenqin, deputy to the National People’s Congress and director of the Beijing Securities Regulatory Bureau, has proposed measures to increase the participation of long-term institutional investors such as insurance and pensions in the A-share market. She believes that certain visible and hidden obstacles are preventing these funds from entering the market.

Jia Wenqin’s suggestions include strengthening top-level design for medium- and long-term capital entry into the market, optimizing the solvency indicators for insurance companies to encourage more equity investments, establishing a long-term assessment mechanism for funds, increasing the proportion of pension equity investments, and encouraging public funds to offer services tailored to long-term investors.

By implementing these measures, Jia Wenqin hopes to attract more institutional investors to the A-share market and improve the overall stability and growth of the market.
