The speed is substantially lower than the national average of connections of that type, but not too much.

First of all it is almost certainly a “semi-fiber”, ie fiber to the cabinet (standard Vdsl2), given the low speed (even if its download / upload symmetry arouses suspicion). We take into account that these connections have the very last part (a few hundred meters) in old copper and a nominal speed of 100, 200 Megabit, against the Gigabit (up to 2.5 Gigabit with some operators) of the total fiber.
