National Data Administration, NDRC, MIIT Focus on Improving Network Transmission Efficiency

In a recent development, the National Data Administration, in collaboration with the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT), has directed its attention towards enhancing the transmission efficiency of the “Eastern Data and Western Counting” network. The aim is to further improve the cost-effectiveness of enterprise network transmission by listening to the feedback and suggestions of national hub node enterprises, companies with data transmission needs, and telecommunications operators.

Based on the input from various stakeholders, discussions are underway to explore the establishment of public transmission channels dedicated to national hub nodes. This initiative seeks to effectively improve the transmission efficiency of the network and maximize the benefits for business entities.

Moving forward, the NDRC, National Data Administration, and MIIT will lead efforts to guide major telecommunication enterprises such as China Telecom, China Unicom, and China Mobile to innovate and explore new possibilities in network transmission. A pilot project will soon be initiated to test the “Eastern Digital and Western Counting” public transmission channel between selected hub nodes. This initiative aims to enhance inclusiveness, ease of use, and overall user experience for businesses.

Last December, the NDRC and National Data Administration jointly issued the “Implementation Opinions on In-depth Implementation of the “Eastern Digital and Western Calculation” Project to Accelerate the Construction of a National Integrated Computing Power Network.” The document set a target to significantly improve the ease of use and reduce costs for users utilizing various computing power by the end of 2025. The optimization of network transmission costs between national hub nodes is also a key focus of this project.

Wang Peng, an associate researcher at the Beijing Academy of Social Sciences, emphasized the need for continuous improvement in digital infrastructure to bridge existing gaps, particularly in rural areas. He highlighted the increasing demands for network bandwidth, data transmission speed, and security amidst technological advancements and expanding application scenarios.

Technological advancements such as gigabit optical networks and 5G offer high-speed data transmission capabilities, but the efficiency of network bandwidth is crucial for their optimal performance. The development of big data, cloud computing, and artificial intelligence applications further underscores the importance of robust digital infrastructure to support real-time and efficient data transmission.

An unnamed data center manager explained how network transmission efficiency plays a critical role in distributed computing environments. The success of AI intelligent computing business and distributed training relies heavily on high network transmission efficiency to ensure seamless data exchange between computers and minimize bottlenecks.

To address these challenges and promote innovation, several key policies have been introduced, including the promotion of IPv6 technology evolution and application innovation, as well as the development of high-quality dual-gigabit networks through co-construction and sharing of telecom infrastructure.

The “China Broadband Development White Paper (2023)” highlights expectations for faster, more reliable transmission networks capable of supporting a wide range of application scenarios in the future. With projections indicating substantial growth in 5G connections and the dominance of 4G/5G IoT by 2025 and 2028 respectively, the push for enhanced network transmission efficiency remains a top priority for stakeholders in the digital economy.
