“From what we know about the reserve projects, in the second half of the year, various localities and key enterprises will increase investment, and a number of major projects will start construction, especially with great potential for social capital investment.” Meng Wei said that in the next step, the national The National Development and Reform Commission will work with local governments and relevant departments to focus on two tasks.
First, continue to promote the construction of key projects. On the one hand, it is to accelerate the improvement of the basic network of small and medium-sized cities in the central and western regions, and select a group of small and medium-sized cities in the central and western regions with outstanding industrial characteristics and good development foundations for centralized support. On the other hand, it is to accelerate the in-depth integration of 5G, artificial intelligence, big data and the real economy, build a number of important integrated infrastructure and computing power infrastructure, and actively explore new technologies, new industries, new formats and new models. At the same time, strengthen the layout of the national integrated big data center, increase support around planning, network, energy consumption, etc., support the construction of the “East Number and West Calculation” project, and promote the construction of various hub nodes to take effect as soon as possible.
The second is to create a good investment and financing environment. In the package of 33 measures to stabilize the economy issued by the State Council, it has been clearly proposed to expand the scope of application of local special bonds, and for the first time, new infrastructure will be included. The National Development and Reform Commission will also actively promote banking financial institutions, REITs funds and other investment in major new infrastructure construction projects, give play to the role of emerging industry venture capital guidance funds, provide convenience for financing in related fields of small and medium-sized enterprises, and further stimulate the enthusiasm of social capital investment.
Meng Wei said that the National Development and Reform Commission took the lead in compiling basic system documents for data elements, focusing on data property rights, transaction circulation, income distribution, security governance, etc., to speed up the construction of my country’s data basic system “four beams and eight pillars”, and build a data productivity compatible with data. Production relations, at present the relevant documents have formed the first draft. In the next step, the National Development and Reform Commission will speed up the introduction of documents, and they will be issued and implemented after they are reported according to procedures.
