Recently, the National Energy Administration issued the “Pumped Storage Mid- and Long-Term Development Plan (2021-2035)” (hereinafter referred to as the “Plan”). The “Planning” pointed out that my country is currently in a critical period of energy green and low-carbon transition development. With the large-scale and high-proportion development of new energy such as wind power and photovoltaic power generation, the demand for regulated power is more urgent, and a new power system with new energy as the mainstay will be built. Put forward higher requirements for the development of pumped storage.
In addition, the “Plan” requires speeding up the approval of the construction of pumped storage power stations. The energy authorities of each province (autonomous region and municipality) shall, in accordance with the mid- and long-term planning and the actual situation of the region, coordinate the needs of the power system, the development of new energy, etc., in accordance with the nuclear, nuclear, and On the principle of being able to open as much as possible, the construction of pumped-storage power stations shall be approved in the planned key implementation project library. Around kilowatts; by 2035, a modern pumped storage industry with advanced technology, high-quality management and strong international competitiveness will be formed to meet the large-scale development needs of a high proportion of new energy sources, and a group of large-scale backbone pumped storage enterprises will be cultivated.
At the same time, the “Plan” puts forward the basic principles of adhering to ecological priority, harmonious coexistence, regional coordination, reasonable layout, maturity first, advanced reserve, and adapting measures to local conditions and innovative development. Based on the nationwide census and screening of pumped storage resource sites, a database of medium and long-term development projects for pumped storage has been established. For projects that meet the in-depth requirements of the planning stage, have mature conditions, and do not involve environmental constraints such as the red line of ecological protection, in accordance with the principle of acceptance, they will be included in the key implementation project library as key implementation projects. The total installed capacity of such projects is 421 million kilowatts. ; Projects that meet the in-depth requirements of the planning stage, but may involve environmental constraints such as ecological protection red lines, are included in the reserve project library as reserve projects. These projects need to implement relevant conditions and do a good job in avoiding and connecting with ecological protection red lines and other environmental constraints Later, it can be rolled into the key implementation project library, and the total installed capacity of such projects is 305 million kilowatts.

Finally, the “Planning” also put forward the requirements for the implementation of this round of planning. One is to establish a rolling adjustment mechanism. For the projects in the reserve project library, after implementing relevant conditions, avoiding and connecting with environmental constraints such as ecological protection red lines, they can be adjusted to enter the key implementation project library. In addition, various provinces (autonomous regions and municipalities) can also adjust projects before and after different five-year plans according to their needs. The second is to promote market-oriented development. The plan proposes to study and simplify the examination and approval procedures for new energy storage technology demonstration projects, to steadily promote the determination of the investment subject of pumped storage power station projects through bidding and market bidding, and to encourage social capital to invest in the construction of pumped storage energy.
