“Newspaper articles like songs, whoever uses them must pay Siae”

ROMA – Articles from newspapers and sites to be protected as if they were songs. The deputy of Italia Viva Michele Anzaldi he is convinced that even journalistic products – just like a piece of music – must be strongly and directly protected by Siae, that is, by the society of authors and publishers which guarantees copyright in Italy.

In one of his law proposal, just filed with the Chamber, Anzaldi suggests to modify the national law on copyright (the 633 of 1941) to extend – automatically – the Siae protections to journalist products.

At the moment, however, the law is very permissive and authorizes the reproduction of articles for “purposes of criticism, discussion or teaching”. Such a green light – explains Anzaldi – no longer makes sense because the indiscriminate use of the articles has resulted in a economic damage for publishers and editorial offices.

If even the most qualified articles are available for free almost everywhere, people no longer have a reason to buy a newspaper or a subscription to a site.

The bill also calls into question radios and televisions, who often cite the pieces of the sites and newspapers in the news, in their broadcasts and in the daily press reviews. Rather than mentioning them, they sometimes read them almost entirely.

If the bill is approved, radio and television will have to pay one lump sum to a public piggy bank, a Fund for the protection of journalism. The amount of this sum will be defined in a tariff that a decree of the President of the Council of Ministers will adopt on the basis of agreements between SIAE and the “interested trade associations”.
