Investments of 6.7 billion and public control: «Italians must be able to trust the public administration. The Italian cloud must be a safe home for our data ». Thus the Minister of Innovation, Vittorio Colao, presented “Italy Cloud Strategy” announcing that the migration of the PA to the cloud must be completed by 2025 “through a uniform process for all administrations”. The migration will begin at the end from next year when “the award and implementation of the National Strategic Pole, the classification of data and public services and the qualification of cloud services” will be completed. Once the process is over, “the administrations will be able to provide digital services quickly and the small municipality must be able to provide the same services as the large region”.

In detail, the Cloud Italy Strategy will be divided into successive phases according to a precise time frame. In particular, the publication of the call for tenders for the implementation of the National Strategic Plan is foreseen in the first phase: at the latest by the end of 2021 the call for tenders for the realization of the Psn will be published. The second phase is then that of the award and implementation of the PSN which must take place by the end of 2022. The third phase is that of the migration of administrations: in this phase, priority will be given to the Pacs that currently operate with their own classified data centers, according to the AgID census of the ICT assets of the Pa, in Category B (with structural and / or organizational deficiencies or that do not guarantee the continuity of services).

Colao then explained that there is no classic tender for the provision of services, but rather “a proposal to public and private entities, who will respond according to their skills. We expect some of the subsidiaries to make proposals. Whether they go well will be decided by us and the Mef. It is a partnership offer ». Also because “the modern home for Italian data” will be “preferably” controlled by the state “even if perhaps not 100%”.
