Those with a master’s or specialist degree and, alternatively, a research doctorate, a second-level master’s degree or the qualification experience of at least three years in national public bodies or in international organizations or at the ‘European Union. Professionals in possession of registration in the relevant register and not yet retired can register in the list of positions. The Department of the Civil Service has clarified that, to access the aforementioned lists, the procedures of the April decree will be used, evaluating the qualifications, further reducing the tests to a single writing and carrying out the same in a decentralized form. The recruitments are made drawing from the lists and without further selective tests. These recruitment methods can also be adopted by administrations not interested in the implementation of the projects envisaged by the NRP.

For the assignment of assignments, the administration concerned must convene at least 4 professionals for an interview, guaranteeing gender equality.

The management and coordination operations in the implementation of the projects envisaged in the NRP are entrusted to managers, with preference for external ones. In this regard, specific exceptions to the limit in the number of fixed-term executives are envisaged or the establishment of managerial positions to be allocated to the management, monitoring, reporting and control of the interventions envisaged by the Pnrr. Fixed-term hires are linked to the project of competence and, in any case, cannot exceed 31 December 2026. Given the need for administrations to acquire high professionalism, it is possible to reserve a portion of these hires for graduates in science, technology, engineering and mathematics.
