The decree of Palazzo Chigi which overturns the logic of emergencies in the public sector could arrive today, Thursday 23 September, on the table of the council of ministers, bringing the presence in the office back into the role of “ordinary mode” of work. The move is the direct consequence of the Green pass obligation sanctioned by the decree law of Thursday 16 September, and sets the conditions for the gradual return to attendance starting from 15 October.
The principles of returning to the office
The calendar is obviously aligned with that of the decree law. But the Dpcm serves to establish the principles underlying the return, which will then be governed at the operational level by the Guidelines on which the ministry for the PA is working.

The hypotheses speak of a gradual return, which starts from the staff most directly involved in public activities and then moves on to the offices. But these distinctions must be considered in a flexible way, especially in local authorities, where work at the counter and work in the office often coexist in the day of the same employee.
The Draghi-Brunetta axis
In any case, the government’s strategy, born on the axis between the Prime Minister Mario Draghi and the Minister for Pa Renato Brunetta, is clear. The obligation of the Green pass, first hypothesized only for public offices and instead immediately extended to the entire world of work, serves the intention of the government to archive smart working as an “ordinary” mode, in the emergency system born in March 2020 who had relegated the presence in the office to the role of exception.
The change of perspective, which obviously does not concern the staff of school, health, law enforcement and other sectors in which presence has always been essential, will then be declined in every administration on the basis of the organizational choices left to the autonomy of the managers . The regulatory framework has already been cleared of the minimum percentages of agile work to be ensured for employees, with the only exception of 15%, which will remain the reference point for administrations that will not adopt the Organizational Plan.
