State-owned Enterprise Reform Deepening and Improvement Action Set to Achieve Significant Progress in 2023

The reform of state-owned enterprises in China has achieved a promising start, as stated by Wang Hongzhi, deputy director of the State-owned Assets Supervision and Administration Commission of the State Council. At a special promotion meeting held on February 27, Wang highlighted the efforts being made to deepen and improve the reform of state-owned enterprises in 2023.

According to Wang, all localities, central enterprises, and local state-owned enterprises will work together to promote a new round of state-owned enterprise reform, focusing on enhancing core functions, improving core competitiveness, and achieving important progress. This marks the first year of a new round of state-owned enterprise reform, with all units striving to strengthen the functions and missions of state-owned enterprises, as well as expand and deepen the reform of systems and mechanisms.

One key aspect of this reform is optimizing the innovation ecology. By the end of 2023, central enterprises had established an overall layout for the construction of original technology sources in various fields, while local state-owned enterprises had built national and provincial-level innovation platforms. Investments in strategic emerging industries also saw significant growth in 2023, with central enterprises investing 2.18 trillion yuan and local state-owned enterprises investing 0.73 trillion yuan.

Looking ahead to 2024, Wang emphasized the critical nature of the year for the implementation of state-owned enterprise reforms. Central enterprise leaders have set a goal to complete over 70% of the main tasks of the new round of reform actions by the end of the year. Wang urged all units to clarify the measurement standards and focus on key and difficult reform tasks early on.

The deepening and improvement of state-owned enterprise reforms will require coordinated efforts at all levels, from top leadership to grassroots enterprises.
