Funds and deadlines

Draghi confirmed that 18.5 billion are currently expected in the NRP and the figure remains the same. The other funds will arrive directly in 2022 with the next budget maneuver. This is why the law will take into account the effects obtained this year with the Superbonus in terms of energy savings and improvements in the safety of buildings. The intervention, therefore, may also include something more than a simple lengthening of the terms. But that’s not all: the plan also confirms the commitment to simplifying construction and urban planning and urban regeneration.

Stop bureaucracy

The implementation of the Superbonus – the document sent to the Chambers reads in fact – has encountered many obstacles related to the need to certify particularly complex building compliance for older buildings, with waits of up to 6 months for access to the building archives. The objective of the measures that the government intends to adopt is to accelerate energy efficiency and urban regeneration, removing the bureaucratic obstacles to the use of the Superbonus. The simplification measures in this area will be adopted with a decree that will be approved by next May.

The expected results

As for the results, according to the Plan, thanks to the Superbonus, an average energy saving (in relation to an average annual consumption of primary energy of the residential building) of about 240 kWh / m2 is calculated and a minimum expected saving (both energy and emissions) by 30-40 percent. The investments will allow the renovation of approximately 50,000 buildings / year when fully operational, for a total surface area of 20 million square meters / year.
