ROMA – Mediation in the council of ministers for an agreement on the disputed blow in the sponge on the 60 million old tax bills. The final formula provides that “debts for a residual amount … up to 5,000 euros, including capital, interest for delayed registration in the role and penalties, are automatically canceled”, from 1 January 2000 to 31 December 2010. The rule “concerns the natural persons who have achieved a taxable income of up to 30 thousand euros in the tax period of 2019 “and legal persons with an income of up to 50 thousand euros. The government decree will also include a bill to reform tax collection.
The issue, which divides the vast majority, concerns a huge amount equal to 987 billion in State credits towards taxpayers that accumulated between 2000 and 2015 (with old collection systems still entrusted, for example, to banks) . Of these, 91 per cent are difficult to pay (41 per cent are bankrupt, deceased or have no property) and the remaining 50 per cent concerns taxpayers subject to a precautionary-executive action or in self-defense where the Agency will be able to continue the collection requests.

How to operate? The League wants to intervene with a cancellation of the debt under 10 thousand euros, the 5S (yesterday the Deputy Minister Castelli invited “put aside the ideology”) want the cancellation of the entire stock of 91 percent (also precautionary actions -executive), while the Democratic Party wants to avoid tax amnesties for medium-high incomes (therefore it could accept a lower threshold, let’s say 5,000 euros) and Leu would agree to intervene only on the truly bad debt, i.e. bankrupt, deceased and those towards whom they were attempting precautionary actions but no longer any chance of success.
A different proposal comes from the chairman of the House Finance Committee Luigi Marattin di Italia Viva: “Unlike the Lega which proposes an amnesty and the Pd and Leu who sound the alarm, we propose the cancellation of the inventory of bad debts and propose an intervention with a discount or extension for the tax credits contracted due to Covid”. Now the mediation, which should allow the entire jagged majority to accept the measure.
