The classification standard in 2022 is 13,650 kWh per ton; starting from 2023, The gear standard is adjusted to 13,450 kWh per ton (excluding power consumption for desulfurization); starting from 2025, the grading standard is adjusted to 13,300 kWh per ton (excluding power consumption for desulfurization). For electrolytic aluminum enterprises whose comprehensive AC power consumption is not higher than the classification standard, the electricity consumption of liquid aluminum production will not increase; if it is higher than the classification standard, the electricity consumption of liquid aluminum production will increase the price for every kilowatt hour that exceeds 20 kWh. 0.01 yuan, if it is less than 20 kWh, it is calculated as 20 kWh.
The “Notice” proposes to encourage electrolytic aluminum enterprises to improve the utilization of non-aqueous renewable energy such as wind power and photovoltaic power generation, and reduce the consumption of fossil energy. The non-aqueous renewable energy consumed by electrolytic aluminum enterprises accounts for more than 15% of the total electricity consumption, and is not less than the incentive value of the non-hydropower consumption responsibility weight of the province (autonomous region, municipality) in the previous year, each increase in the proportion 1 percentage point, the tiered price increase standard is correspondingly reduced by 1%.
The “Notice” emphasizes that electrolytic aluminum companies that should implement step-by-step electricity price increases must pay the increased electricity fees in full and in time. For those who fail to pay as scheduled, they should pay the increased electricity fees at 1.5 times the original price increase standard. The enterprise energy-saving target responsibility evaluation and assessment will be deducted accordingly. , Implement joint sanctions for dishonesty, not participate in electricity market transactions, and guarantee the minimum price for all electricity. For electrolytic aluminum enterprises with self-supplied power plants, all localities must earnestly strengthen the collection of tariff increases to ensure fair and just implementation of policies. It is strictly forbidden to implement preferential power prices for the electrolytic aluminum industry and organize special transactions in the electrolytic aluminum enterprise power market.
