In Berlin, trips with mobility providers such as Uber, Bolt and Freenow are popular. However, around a fifth of the vehicles that can be booked via the platforms are said to be used illegally. In the capital, around 1,000 vehicles lack the required license, as rbb research shows. There are currently around 4,500 vehicles with valid licenses driving through Berlin.

The responsible supervisory authority, the State Office for Civil and Regulatory Affairs (Labo), also assumes this. However, the number of unreported cases could be even higher. As the research showed, many of the vehicles that can be booked via the platforms drive for companies that do not exist or have been deleted from the commercial register.

Providers like Freenow are aware of the problem

The providers themselves are also aware of the problem. Alexander Mönch, Freenow President for Germany and Austria, said in an interview with rbb: “I cannot rule out the possibility that illegal vehicles are brokered via our platform.”

This is also dangerous for customers. Passengers cannot be sure whether the vehicle has insurance or whether the driver has passed an IHK fitness test. Actually, a small blue sign on the rear window with a four-digit license number indicates whether there is a permit for the vehicle. But this too is sometimes faked.

In order to deal with the problem, the data comparison between the providers and the supervisory authority Labo must be improved. According to Labo, a joint solution will be developed over the course of the year. However, there was also criticism of the authority itself. Accordingly, deficiencies were noticed by the supervisory authority when checking the documents submitted.
