Minister Franceschini activates the “blue helmets” of culture

“The blue helmets of culture will be able to intervene in Italy and abroad to defend the cultural heritage from damage deriving from disasters, natural disasters, wars, terrorist attacks and to counter the illicit trafficking of works of art”. This was announced by Minister Dario Franceschini after signing the decree establishing the “Blue Helmets of Culture” task force, underlining that “Italy is an excellence in the protection and safeguarding of cultural heritage, our skills are recognized throughout the world“. This provision comes on the eve of the Council of Europe’s Conference of Culture Ministers in Strasbourg, which will be chaired by Franceschini and which will see, tomorrow morning, the participation of the Ukrainian Minister of Culture Oleksander Tkachenko. The “blue helmets of culture” are civilian experts from the Ministry of Culture and highly qualified military personnel from the Carabinieri Protection Cultural Heritage Command, trained to intervene in areas affected by emergencies, such as calamities or man-made crises, in a security setting.

The Minister of Culture, Dario Franceschini, will preside tomorrow at the Palais de l’Europe in Strasbourg, starting at 9.30, the ministerial conference dedicated to the themes of heritage and cultural policies, which will be held under the Italian presidency of the European Council. This is the first ministerial meeting in the context of this organization after the outbreak of the war in Ukraine, which will be attended by all the ministers of culture of the acceding countries, except the Russian Federation which has been excluded from this body. The works, which will be introduced this evening by the performance dedicated to Ukraine by the Italian artist Quayola, will be divided into several sessions tomorrow and will see the participation, among others, of the Secretary General of the Council of Europe, Marija Pejčinović Burić ; the Carabinieri Commander for the Protection of Cultural Heritage, Gen. Roberto Riccardi; Professor Maria Luisa Catoni, full professor of Archeology at the IMT High Studies Lucca School; by the coordinator of the cultural heritage center of the Italian institute of technology, Arianna Traviglia,. The conference will be attended by the Ukrainian Minister of Culture and Information Policy, Oleksander Tkachenko. These are the topics on the agenda of the ministerial conference: culture as a strategic resource for the sustainable development of the European Union; the use of new technologies in the digital transformation; policies focused on diversity and pluralism, in relation to the diversification of co-productions of audiovisual series. The adoption of a final declaration, entitled “Creating our future”, is also planned, establishing a new program of financial support for European co-productions of TV series, together with new guidelines on the relationship between the world of culture and Artificial Intelligence.
