The Pnrr, the National Recovery and Resilience Plan, which aims to relaunch our country, is still little perceived by Italians. With its total dowry of 248 billion euros, largely made up of the 191.5 billion European capital of the Recovery and Resilience Facility (RRF), (Next Generation EU), the PNR represents a commitment that will accompany Italy until the end of 2026. It is a monster instrument of exceptional importance, however only 21% of Italians, equal to about 9 million fellow citizens, have specific knowledge of this Plan, while 62 % has an approximate understanding of it. Just 5% of the population (equal to about 2 million Italians) has a truly in-depth awareness of it. Overall, more than 8 out of 10 (83%, equal to approximately 36 million fellow citizens), know at least the Plan by name.

This is what emerges from a research by Changes Unipol, prepared by Ipsos, which analyzed knowledge, interest and trust in the NRR and its main characteristics. The survey was carried out on a national sample representative of the population aged 16-74 (representative of over 44 million individuals) and residing in the main Metropolitan Areas (representative of over 13 million individuals) according to gender, age, geographical area. , center size, educational qualification, standard of living, profession and family unit (1,720 interviews were conducted).

The research also shows how knowledge of the Plan increases proportionally with increasing age: it stands out among Baby Boomers (88% of people between 57 and 74 years know, at least by name, the PNRR) followed by Generation X (83% of people between 41 and 56 years old) and is less common among Generation Z (77% of people between 16 and 26 years old know, at least by name, the PNRR).

Millennials, those aged between 27 and 40, have an overall knowledge just below the average (80% know, at least by name, the PNRR), but a mastery of the PNRR above the national average (23% compared to an average 21%) and in line with the more mature population (24%).

The survey also shows that 4 out of 10 Italians see the PNRR as a useful tool for relaunching the country, but greater knowledge of the plan generates growing confidence with the percentage of optimists rising to 54% among those who believe they know specifically the contents of the Plan. Among the latter, the driving force is represented by the powers of the Government to spend the resources available (45%). Furthermore, among the 6 missions of the NRP, “Health“, the last one for funds allocated, is considered a priority followed by Ecological Transition and Social Inclusion. The “Health” area therefore stands out among the priorities at a national level (31% of the interviewees consider it the most relevant issue for the whole country), despite being in the last place for allocated funds. To weigh on the perception and the agenda of needs is certainly the fourth wave of the pandemic and the growing number of infections and hospitalized patients. In second place “Green Revolution and Ecological Transition” (18%), a mission that is in first place for allocated funds, ahead of “Inclusion and social cohesion” (17%), “Education and research” (13%), “Infrastructure for sustainable mobility “(11%) and” Digitization, innovation, competitiveness and culture “(10%).
