The Network Audio-Visual Program Management Department of the State Administration of Radio and Television recently issued a notice requiring special rectification of “clear audio-visual” content security for cable TV. Previously, IPTV, OTT TV, etc. have also carried out “clear audio-visual” content security special rectification actions.
1) Compliance of program sources of on-demand platforms
On-demand business providers conduct business with content partners, whether there is a situation where the content partners set up independent zones or independent APPs to provide video-on-demand content; in the content zones or APPs jointly launched by the two parties, is there any platform-on-demand business that is not controlled by the sponsoring agency uniformly? and management, content review, launch and broadcast; whether there is a case where the cooperation zone or APP name is named after the commercial website brand.
2) Compliance of the program content of the on-demand platform
Whether the review, online process and broadcast control mechanism of the on-demand content by the business provider, whether it meets the relevant management requirements for video on demand; whether there is any dissemination of programs that violate the content review standards and broadcast management regulations; whether it illegally broadcasts unapproved online dramas , online movies, and online variety shows; whether to broadcast foreign film and television dramas imported without approval;
3) Construction of content management mechanism
The implementation of the work responsibility system and the editor-in-chief responsibility system for the main body of the business; whether the content review system and emergency management system are complete and effectively implemented; the implementation of the management department’s publicity instructions.
