Covid. Fismu and Cisl Medici: “We need a new agreement to make general medicine safe”

Appeal of the two unions to the other organizations: “We need a united front to ask the minister for hope, the Regions to close the previous three years and open a table for a new national agreement”.

14 LUG – In the light of the various parliamentary initiatives under discussion and the projects under examination by the Ministry of Health, the Italian Federation of Trade Union Doctors Uniti-Fismu and Cisl Medici ask for the ‘securing’ of the primary care area and general medicine with two steps : immediately the signing of the agreement of the previous three years, then the immediate opening of the table for a new National Collective Agreement that reorganizes the network of health services in the area.

“In the face of the risks of a new wave of infections, general and local medicine has remained at stake for months, without resources and personnel, with fewer and fewer professionals (even in 118) and without a new work agreement”. This is the complaint launched by Francesco Esposito, national secretary of Fismu and from Biagio Papotto, national secretary of CISL Medici who underline: “The contagion emergency is back and the institutions, as expected, are calling family doctors into question, invoking their involvement in the new vaccination campaign. But even in recent months, all the proposals in the category have remained unheard and the bureaucratic (and improper) burden on professionals has instead increased. We need a serious, reforming response throughout the territory to strengthen the network of health services, from 118 to general medicine, passing through the outpatient specialist “.

“In recent days we are talking about involving doctors in the area for the vaccination campaign for third doses and to intercept the range of patients still not vaccinated – continue the two union leaders – but when we asked the minister and the regions, to to have Sisac (the body that deals with national bargaining) convene a negotiating table for a new agreement to regulate these issues, we have not received any response. On the contrary, the pressures and unfair criticisms of public opinion against the category and public health services in the area have increased. And so we insist: we need to provide more trained doctors, more adequate nursing and administrative staff for general medicine clinics, adequate spaces. And that’s not all: the role of general practitioners themselves is central to the coordination and governance of the campaign, therefore more innovation with the implementation of the electronic Health Record and with the national sharing of patient data. Furthermore, it is essential to relaunch the emergency-urgency sector, of 118, where we are witnessing a constant flight of professionals still under the agreement, because they are without any protection “.

“Once again – Esposito and Papotto conclude – we appeal to all trade unions to give a united response, and to Fnomceo to support it. We ask Minister Speranza and the Regions to ‘secure’ the primary care area with two steps: immediately the signing of the previous three-year agreement, then the immediate opening of the table with Sisac for a new National Collective Agreement which reorganize the network of health services in the area, urgently need a worthy and serious NCA, which is large, financed and organic, which relaunches and enhances general medicine and public health in the area “.
