The obligation of the Green pass in the places of work seems to have caused a few more ailments. According to INPS data released by the Minister of Public Administration Renato Brunetta, yesterday the certificates of illness in the public and private sectors up to 12 were 47,393, with an increase of 23.3 per cent compared to last Friday.
If behind the increase in the number of patients there is also the hand of those who try to circumvent the new anticovid norms, it is too early to say.

In the public administration, however, they read the data with optimism: the share of extra patients could in fact refer to the so-called uncertain, in short, all those who have decided to stall while waiting to finally get the vaccine. Another share could be charged to those who contracted the flu virus, which seems to be starting to gain altitude in these days. Meanwhile, the doctors try to make a wall.

«The certification of illness borne by the national health service – specifies Claudio Cricelli, president of the Italian Society of general medicine and primary care – is mandatory and is also issued on the basis of symptoms presented by patients. Doctors simply certify what they see or what the patient declares. However, there are symptoms that it is not possible to ascertain, think for example of those who say they have stomach ache or dizziness ». In reality, a medical examination is required to assess the patient’s state of health. “The issue of certificates not in the presence of the patient but at a distance – warns Cricelli – is prohibited by law, therefore it is a crime”.

Doctors should know this well. And the National Federation of Orders of Surgeons and Dentists (Fnomceo) takes it for granted that in reality things really work like this.

«If the doctors have issued the certificates – reiterates the president of Fnomceo Filippo Anelli – they have done so following all the rules. The doctor must necessarily visit the patient and must make an objective evaluation. However, we make an appeal to be very careful in issuing certificates in compliance with all legal regulations. But this, I repeat, happens regularly and is an integral part of the profession. It is clear that even social unease can sometimes lead to a state of illness. So the doctor must carefully evaluate these situations case by case to understand whether or not they create an inability to work ». Faced with the hypothesis that some certification of illness has been given perhaps lightly, the unions react firmly. «The subjectivity of a symptom cannot be demonstrated – remarked Silvestro Scotti, national secretary general of the Fimmg (Italian Federation of General Practitioners) – But then if, for example, a pilot calls me and says that he woke up with a headache, what do I do? Do I not issue the certificate of illness and endanger the passengers? We take the utmost precaution also with respect to the type of work performed. And in any case, we do not issue the certificates over the phone but only with the direct ascertainment of the pathologies ». In short, the relationship of trust between the doctor and the patient should help. But it doesn’t always happen.

«If a patient comes to the office complaining of an unobjectionable pathology, such as a headache – remarks Pina Onotri, general secretary of the Italian doctors union (SMI) – I believe what he tells me. Some cases cannot be investigated with instrumental investigations. Sometimes it is a condition that clears up in a day or two. This is why we have always said that for short pathologies a self-certification by the patient would be better ». Having to rely on the good faith of the patient, however, it cannot be ruled out that someone has asked for a disease certificate to circumvent the obligation of the Green pass or to take time before getting vaccinated. “I believe that no one has made a compliant certificate – replies Onotri – we do not allow anyone to make inferences or to imply situations that absolutely do not exist”.
