Monopoly: general medicine needs to be strengthened. Or you will not be able to resume ordinary business
Bari, 7 June 2021. “The state of unrest is still open. If from the confrontation with the Region there are no answers regarding the necessary strengthening of general medicine, we will mobilize the category – declares Donato Monopoli, Secretary of Fimmg Puglia, following the Fimmg Regional Council which was held last June 4 – “The Region must say how it intends to strengthen local medicine to resume ordinary activities and at the same time play that preventive role that general medicine must have even when the pandemic emergency is over. We want and must be enabled to do it. “
“The results achieved so far by the action of General Medicine in the emergency phase are the fruit of sacrifices endured for the spirit of service to the community and a sense of duty, but certainly not repeatable in the perspective of an ordinary phase that will ask General Medicine for further commitments. – adds Nicola Calabrese, regional deputy secretary – “We are no longer willing to work in this way: in a context of great disorganization, of incomprehensible competition from other vaccination structures and even of boycott. Ordinary activity, which he will have to resume, requires family doctors to be enabled to work ”.

The FIMMG Puglia Regional Council meeting on 04/06/2021 considers the contribution given by General Medicine to be decisive for the achievement of the assigned target: the vaccination of “fragile” patients.
Family medicine was asked to participate in the vaccination campaign and to protect extremely fragile subjects and those at home as a primary and urgent goal starting from the beginning of April, when it was now clear to all that the vulnerable, those who are most exposed to a high risk of hospitalization and mortality, they were difficult to reach by the vaccination organization set up up to then by the Region and by the AA.SS.LL.
General Medicine, in a moment of great emergency for the stability of the regional health system, has accepted this further commitment, knowing that it must take responsibility for yet another sacrifice, precisely to vaccinate that extremely vulnerable part of the population that only family doctors, with the tool of initiative medicine, through active calling and vaccination at home, they could and have achieved.
The results achieved so far by the action of General Medicine in the emergency phase are the fruit of sacrifices that are certainly not repeatable in the perspective of an ordinary phase that should ask General Medicine for further commitments.
In this sense, the FIMMG Puglia Regional Council in adopting the invitation of the Extraordinary Commissioner (CESEC19RM 001 REG 2021 1009878 21/05/2021) which invites the Regions “to gradually increase the contribution” of General Medicine to move on to a phase of the vaccine offer and whose offer is ensured by the ordinary structures of the NHS in order to guarantee “a sustainable and stable vaccination system over time” believes that the start of the comparison with the Region that leads to urgently defining the structural strengthening cannot be postponed and organization of the entire General Medicine with priority for human resources – study staff and nurses – to support the profession by completing the process started with the 2007 Supplementary Agreement (DGR 2289/07) and which can allow to support the subsequent ” ordinary phase “of the vaccination campaign and to ensure the achievement of its objectives.
Without this urgent definition, it will not be conceivable that Medicine can support the further “ordinary” task of a vaccination campaign which, in consideration of its large numbers, cannot and must not make sacrifices the other “ordinary” tasks, the acuteness , chronicity, home care.
FIMMG Puglia, in claiming therefore the vaccination activity within the territorial care system as a fundamental prerogative of the role of General Medicine in the Prevention setting, reiterates the need for the structural and organizational tools to be guaranteed in order to be able to face the challenge of ordinary prevention starting from the next autumn season.
Therefore, the Regional Council gives a mandate to the Regional Secretary to immediately initiate the procedures for the start of negotiations with the Region and immediately starting, in the event of no response, the consequent claims and trade union struggle procedures.
