29 SET – “Dear President Massimiliano Fedriga, we are writing to you about the draft National Collective Agreement for general practitioners, still under discussion, which for us is central to the prospects for reform of territorial care contained in the PNRR. We appreciate that the Conference of Regions is discussing the changes the pandemic is imposing on health care organizations and general practice. At the same time we note, with regret, that an anachronistic National Collective Agreement (ACN) is being proposed and disconnected from the proposals contained in the PNRR “thus in an open letter, Pina Onotri, Secretary General of the Italian Doctors Union, Andrea Filippi, National Secretary Fp Cgil Doctors and SSN Managers e Mauro Mazzoni, National Secretary SIMET.

“This ACN – continues the letter -, in fact, does not take into account the projects and the reform of employment relationships that the Recovery and Resilience Plan could foresee. While in the document of the Conference of the Regions, central aspects are addressed that aim at a greater organization of the system, both through changes in employment relationships, which cannot continue to be based on a model of the free profession of the “single practice” doctor, and through the establishment of multifunctional operating units, community houses, in which doctors can also be placed in the leadership of the NHS. On the other hand, the proposal contained in the ACN remains anchored to old organizational logics that in the pandemic have proved inadequate to support the work of professionals. These very important decisions would require the sharing of trade union organizations, which, on the contrary, were not involved in their entirety ”.

“In the draft national agreement – the trade unions point out – even elements of wage and managerial retreat are introduced: the increases are linked to the variable part of the paycheck and to the availability of individual regions, generating inequalities of treatment and inequalities in the offer of health of citizens. For these reasons, we are convinced that a strong synergy must be created between the negotiation of the ACN and the discussion on the proposals of the Conference of Regions for the PNRR, as well as we hope for a direct intervention by the Minister of Health in this sense “.

“A difficult season has begun for general practitioners, aggravated by an unprecedented smear media campaign that only serves to distract the attention of citizens from the real problem of the serious shortage of professionals and the dismantling of public health services perpetrated in these years. Finally, we hope that the Conference of Regions will open a discussion table with the trade unions to build, together, a reform program that is coherent with the contractual needs of the ACN and the organizational requirements contained in the PNRR, for fair public health. and universal to protect the health and social care of citizens ”conclude Onotri, Filippi, Mazzoni.
