08 OTT – Hire the precarious health workers recruited during the Covid emergency. This is the proposal sent by the Italian Federation of Healthcare and Hospital Companies to the Presidency of the Council of Ministers, to ministers, to the presidents of the Chamber and Senate, to the parliamentary group leaders and to the Conference of Regions, to allow the stabilization of staff who in the last year and a half faced the pandemic emergency in the ward.

There are two proposed amendments to article 20 of Legislative Decree 75/2017. The first envisages that anyone who has been recruited on a fixed-term basis can be hired for an indefinite period, also through the assignment of self-employment or coordinated and continuous collaboration starting from the date of resolution of the state of emergency declared by the Council of Ministers, by companies. and health service entities and has completed at least twelve months of service as of 31 December 2022. The second, on the other hand, extends the stabilization requirements introduced by the so-called Madia Law to 31 December 2024: those who have been recruited for a fixed term can be hired, starting from the date of resolution of the state of emergency declared by the Council of Ministers, by companies and bodies of the health service and have accrued, as of December 31, 2024, employed by the company or body of the National Health Service at least thirty-six months of service.

“The initiative – explains Fiaso – arises from the need to strengthen the staffing facilities of the health and hospital companies which in the last 18 months have been able to count on the extraordinary contribution of over 83,000 new operators. The phase of exceptional recruitment started with the emergency, with contractual forms and flexible procedures, in fact, has led to a substantial increase in the number of temporary workers who work in the NHS. Thanks to their commitment and professionalism, the companies were able to effectively cope with an unprecedented historical moment “.

Based on the data transmitted at the end of April 2021 by the Regions and Autonomous Provinces to the Ministry of Health, 83,180 operators were recruited in the period between March 2020 and April 2021. The health personnel recruited in the period of emergency in precarious conditions consists of 66,029 professionals. It should be emphasized that the 21,414 doctors recruited in this period made up 21 per cent of the force existing at the beginning of the pandemic; lower but still significant that of nurses, 12.5 per cent. The remaining staff (29,776 units) is made up of social and health workers and other professionals necessary to deal with the health emergency (radiology technicians, laboratory technicians, health assistants, biologists, etc.). Permanent hires were 12.5 percent of doctors, 27.4 percent of nurses, 23.7 percent of other professional figures.

“It is a question – writes Fiaso – now of recognizing the role covered by these professionals, through a more rapid stabilization procedure employed by the NHS. Moreover, at a time when the compulsory retirement of the generation of the 1950s is causing alarming needs for turnover to guarantee the essential levels of health and social assistance services ”.

“The objective of Fiaso’s proposal is to enhance the experience gained during the Covid emergency in healthcare companies and hospitals and to recognize the professionalism and work carried out by health professionals recruited during the pandemic – explains the president Fiaso, John Best – But it is not a simple bonus for what has been done in these 18 months in the departments or in the hubs. It is a question of building the future of the national health service together and, to do so, one cannot fail to invest in human resources. The recruitments would immediately make it possible to fill the staff shortages, determined by years of spending restrictions and the training funnel, overcoming the precariousness, and to satisfy the organizational needs for the development of the PNRR, securing the health system in the face of any new pandemic emergencies. But, above all, they would allow us to plan and invest in an efficient and effective way the resources assigned to training, allocating them exclusively to the staff actually hired for an indefinite period in the organization of the NHS ”.
