The changes to the POAS (Strategic Business Organization Plan) proposed by the General Management at the end of last year, were approved by the Lombardy Region with Resolution no. XI / 5164 of 2 August 2021. At the same time, in order to give substance to the innovations contained in the POAS, the General Manager Giuseppe Rossi appoints the Directors of the corporate Departments. “Two concrete acts that represent the foundation of a real restart – explains Rossi -. The acceptance by Lombardy region of the amendments to the POAS – in force since 2017 (DGR X / 6330) – gives us the opportunity to continue and strengthen the path undertaken to date. The Covid emergency did not prevent us from pursuing innovation and looking to the future of the company. On the contrary. From a logistical and organizational point of view it was a (painful) training ground for identifying the criticalities and strengths of the organization and – at the same time – an opportunity to rethink the healthcare of our time and the future. The appointment of Department Directors is the physiological consequence of the approval of the POAS, functional to achieving the objectives we have set for ourselves. “
“The changes made to the POAS are many and varied – continues Rossi -. Overall they tend to design a more harmonious and flexible organization, where hospital and territorial services attract each other to integrate. The document contains some substantial innovations starting from the establishment of the ‘Innovation and sustainability of strategic development’ Department which will play a decisive role in the construction of the new hospital, but not only. It is a functional Department, staffed by the General Management, which will involve transversal and interdisciplinary Operational Units to achieve wide-ranging objectives, also in terms of technological and digital innovation. With the same principle, a Complex Operational Unit called ‘New Hospital’ is also planned, which will have the task of following all the phases of this ambitious and revolutionary project for Cremona. It will also have powers of governance of the contracting station functions which will be directly managed by the ASST of Cremona. “
“The POAS reserves a central role to the Oglio Po Hospital, both in terms of evolution and strengthening; and I care very much about this – says Rossi. Orthopedics, from a Simple Departmental Operating Unit, becomes Complex and the Emergency Department, from a Simple Structure, becomes a Simple Departmental Structure. Furthermore, the establishment of three Simple Operating Units is contemplated: Urology (pertaining to the Urology Complex of Cremona); Proctology (pertaining to the Oglio Po General Surgery Complex Structure); Ophthalmology (pertaining to the Ophthalmology Complex of Cremona). “
“The POAS will be published shortly in its entirety, so there will be a way to get to know it in detail – specifies Rossi. Some anticipation: among the newly established Operating Units there will be those for the Coordination of Organ and Tissue Donations and for Accreditation, Quality and Clinical Risk (headed by the Health Department). While at the head of the Social Health Department, in addition to the Department of Mental Health and Addictions, there will be complex structures dedicated to Services for the frailty, District Services for the family and Palliative Care. “
“The right attention – continues Rossi – has also been reserved for the administrative sector which will see the presence of two Complex Operating Units dedicated respectively to ‘Corporate reception services’ and Information Systems.
