In the information society connectivity is not only useful for using the services provided by individualsbut also to be able to exercise their rights towards the administration.
Connectivity, for example, is necessary in order to consult the data and information documents published on the administration sites (such as office opening hours or download forms). Connection is also required for send requests to public offices or to make a payment.
According to many now the right of access to the network must be qualified as a genuine fundamental right and in this sense there are various proposals aimed at its introduction into the Constitution.
For this reason, the Digital Administration Code provides that public administrations and public service operators have the obligation to make connectivity available to users. broadband for internet access in your offices. In particular, the administrations – within the limits of the available bandwidth – must favor the availability of connectivity to the internet at offices and public places, especially in the school, health and tourist sectors.
If it didn’t allow everyone to be connected, digital transformation could be a factor of discrimination between citizens and businesses. The Covid-19 pandemic has shown that the right to the internet is one watershed between inclusion and social exclusion. Those who are not connected, in fact, can no longer fully exercise their citizenship rights; the right to work, health, education and information depend on digital.
In the age of smart working, however, the right to the internet also means the right to disconnect from technological equipment and IT platforms, which is necessary to protect the rest time and health of the worker.
