Manual steps and missing data, that’s why the Green Pass brakes

by admin

The European regulation for the green pass has been in force since 1 July, from 28 June all the passes had to be available to those entitled to it – as announced by the Government – yet this is not the case. Numerous reports of readers who are unable to receive the pass despite having accrued the conditions. An investigation with the experts reveals that the cause of the delays is in the delicate national infrastructure (connected to the European one), built for the occasion. A data flow exchange system of a complexity never attempted before in Italy. And with many variables. “The main reasons for the delays, which concern in particular the tampons and the healing certificates, are two, according to the Regions,” explains Massimo Mangia, historical expert in digital health and consultant to various governments. «Wrong or missing data put into the system by the structures that have made a swab, certificate of recovery or – less frequent – vaccine. Delays in updating the various software used by the various Regions and which had to be adapted to the new system », he adds.

Errors in data entry

Confirms Gandolfo Miserendino, ICT manager of the Emilia Romagna Region (which also makes excellence in digital health): «There are private centers that type the user’s data incorrectly. The problem does not arise in public structures which, at least in our region, all use scanners to automatically enter the data of the health card “. “The green pass does not arrive even if some data are missing from the patient’s certificate, such as the doctor’s tax code in the case of the recovery certificate or the patient’s contact details”, adds Mangia. serious because “it was necessary to update all the software, to add new fields where you can enter the data required by the green pass and which were not needed before,” explains Miserendino. After the input of the data of those who made the vaccine, tampon or certificate of healing, the flow is automatically integrated via Api into the regional systems, then to the Health Card system and from there to the national Sogei platform, where the patient can via the web have the green pass. From the platform comes to electronic health records, the Io app and the Immuni app.

Software update times

The software update times vary according to the Regions, but the main problem seems to be that of the data, incorrect or missing, that block that flow of communication. Thus, citizens are discriminated against where health care is less efficient in managing the necessary data. Not only the public one but also that of the various private centers: where there are manual steps, as we have seen, the error is more frequent. Manual errors, in the calculation of the infections, had also penalized the Lombardy Region during the lockdown. Furthermore, this integrated system of flows is so new and impressive as to create disservices even in virtuous Regions: as reported to Nòva24 by Andrea Biondi, regional director of the Emilia-Romagna association Aeca, who is still unable to obtain the pass despite having completed the vaccination cycle from May in his region. He needs a pass for his training activity with 150 young people in Europe. The cause: “error of the doctor who did not enter the Region of residence in the form,” explains Miserendino.

But these problems are so widespread that – even if few people know it – the rules allow until August 12 to use simple certificates (vaccine, cure, tampon) instead of the pass in Europe. The national and European infrastructure is based on technological standards shared by all parties, precisely so that everything runs smoothly. And so it is, when the data is present and correct. This last fundamental aspect will have to be fixed by solving the residual inefficiencies of a healthcare that is not yet completely digital.
