Based on the indications of the World Health Organization, there are ten groups of viruses with epidemic and pandemic potential: Adenovirus, Coronavirus, Enterovirus, Henipavirus, Orthomyxovirus, Orthopoxvirus, Paramyxovirus, Respirovirus, Rhinovirus e Rubulavirus. Most classes of microbes, it is underlined, «can evolve or be manipulated in such a way as to cause a catastrophic risk for humans, however, viruses, in particular RNA ones, are the microorganisms which, possessing a greater ability to genetic mutability, can more easily escape a drug or vaccine, and have a greater possibility of diffusion and pathogenicity. This makes RNA viruses the most likely cause of a pandemic.” Then there is the issue of “disease X”, which according to the WHO always remains a scenario to be ready for. What does the new pandemic plan include? 4 phases are indicated for the severity of the disease impact in the case of an airborne respiratory pathogen and/or droplets. In the third (high severity) we talk about measures as obligations masks o PPE for the general population and workers, closure of schools and universities, measures to reduce transport crowding. In the fourth (extraordinary gravity) there is precisely the limitation of movement. It reads: in emergency conditions it may in fact become “necessary to impose limitations on the freedoms of individuals in order to protect the health of the community”. However, a clarification concerns the duration of these measures: «Any restrictions on individual freedom – we read – must remain in force only as long as strictly necessary and be proportionate to both the probability and the extent of the event, so that the risks and damages that could arise for individuals are limited and less than the desired collective benefit”.

It is explained: «The isolation of entire communities or the interruption of social activities, such as school, can constitute a means of limiting infections but the Covid experience has also shown how difficult they are to be sustainable for long periods without consequences on well-being of the population and on economic sustainability”.
