Research: a decree is needed to reduce tax burdens

Over one million euros. This is what the three non-profit associations – Aism Airc and Telethon – would save, by diverting them to research, with the measure renamed “VAT no profit”. But for this “discount” to be effective, an implementing decree from the Ministry of Health is required.

On 25 September, the sixty days provided for by the Sostegni Decree passed to issue the implementing decree for the reduction of tax burdens for purchases aimed at scientific research by third sector entities.

The provision, approved on 23 July, had recognized on an experimental basis, only for 2021, a contribution of 17% of the expenses incurred by private non-profit research bodies for the purchase of reagents and equipment for scientific research. However, the effectiveness of the provision is subject to the authorization of the European Commission in the matter of state aid and requires to be implemented by decree of the Ministry of Health.

“Without these measures, the measure cannot enter into force”, say the Airc Foundation, Aism and the Telethon Foundation, which launched the proposal in December 2020. The three bodies ask that this path be implemented quickly with an implementing decree and can ” hopefully be confirmed ”in a stable form for years to come.

According to Marco Foiani, scientific director of Ifom, an institute of the Airc Foundation for cancer research, “the approval of the amendment offers an extraordinary tool for research, but it is not enough. To ensure that it can quickly translate into a real benefit, it is urgent that it be concretized with implementing measures for the current year and, we hope, also confirmed for the future ».
