One day in June 2016, 3 people, of different political colors and with different skills (two parliamentarians from “opposing” parties and a manager of the Lazio Region) phoned me asking for authorization to give my number to the newly elected Mayor of Rome.

Having agreed, shortly after, the phone rings “good morning I’m Virginia Raggi”, the Mayor calls me asking for a meeting. The meeting was attended by a dozen people, a sort of “commission”: European and national parliamentarians and M5S activists, experts in Public Administration (henceforth PA) and obviously the Mayor.

After the presentations and some questions about my training and my skills, the Mayor asked me what problems I imagined Roma Capitale had in terms of innovation and, after my answers, a member of the “commission” told me amazed: “it seems that you have already worked at the Municipality of Rome, you have described exactly what the problems are. “

Actually the macro difficulties relating to the digital transformation of Italian Local Public Administrations, albeit with specific peculiarities and characteristics, are the same from north to south and in small and large cities; having worked in the Italian local administrations in the last 30 years, I have seen many, albeit in their differences.

At one point the Mayor speaks of herself calling herself “Mayor” and, at my suggestion “Mayor please”, a person on the commission says “Mayor sounds bad”. I have been fighting for gender rights for many years, even in language, and I replied that there are many cacophonous words but they are not used for this reason and at that point Virginia Raggi said: ok she convinced me, I will call myself Mayor!

This was my first “battle” won in Roma Capitale.

At this point the Mayor asks me: if you were Councilor in Rome, what would you primarily deal with?

To my answer “I would take care of the XVI Town Hall”, murmurs, smiles and grumbles begin and the Mayor, kindly, points out that there are only 15 Municipalities in Rome.

I am aware of this, I would take care of the sixteenth Municipality which is the internet, a Municipality where there are millions of Romans, commuters, foreigners, employed and unemployed people, young and old, women and men, able and disabled people. , all people who need to be able to interact with the Administration also thanks to participation tools and online services ”(The XVI town hall is an idea of ​​a dear friend, Marco Calvo, president of the LiberLiber Cultural Association).

This was the answer that led the Mayor to propose the Department of “Simple Rome”, so he called the Department, but we will come back to this name!

This is the first of a series of posts in which I will describe my Roman experience. I will start from the definition of the objectives that I had given myself on the basis of my previous and long experience both as a consultant for the Public Administration, and as a teacher of digital transformation and creator and coordinator of the Master Smart Public Administration, and as a civil society activist on issues of innovation, inclusion, the impact of new technologies e dell’Open Government. I will describe the results that three years of intense activity have allowed me to achieve, the difficulties encountered and the much that remains to be done.

From this experience I have drawn many lessons on the objectives and priorities that Public Administrations (not just Rome Capital) should face and on the opportunities that the current National Recovery and Resilience Plan (PNRR) offers for a real breakthrough in an area that is crucial for development but which in the country is still suffering heavy delays.
