Expansion and strengthening arriving in Savignano on the health side. The Romagna Ausl has nominated some projects for the Pnrr that aim to redefine the spaces at the “Santa Colomba” Community House, to improve the organizational flows of the services present and to create a territorial operations center. The projects of the Ausl, already illustrated in detail to the members of the Council Commission II, are part of two different lines of intervention, improvement of the infrastructures and implementation of the organization.
On the infrastructure front, the “Santa Colomba” Community House will be redefined for the interior spaces for a total of 400,000 euros for works, 200,000 euros for the fire prevention adaptation and the same amount for a profound restructuring aimed at a better integration of the basic medicine and a new home for home care, with work completion expected by 31 December 2025.
Another part of the financing concerns the territorial operations center which will be located in an existing building owned by the Ausl Company, annexed to the building of the “Santa Colomba” Community House. It is about 180 square meters. of surface that need a complete restructuring, with an economic framework of 160 thousand euros for the restructuring and about 150 thousand for the technological equipment.
On the organizational side, further investments concern the improvement of the flows that will be directed to two poles, the maternal and infant one, in via Fratelli Bandiera, where Community Pediatrics will also be moved, and that of chronicity in Corso Perticari. Here the new Community Hospital is already giving excellent results and becomes central among the territorial services with respect to which Cot will act as manager. Organizational investments are concentrated above all in a “proactive” medicine approach, through an integrated structure in which community nurses, clinics for the management of chronic conditions, protected discharge pathways and integration with local medicine specialists, helped by the technological support of the new Central operational territorial, communicate to facilitate more and more patient care, thus overcoming the fragmentary model for which the citizen turns to the general practitioner, then to the specialist, then again to the general practitioner for the prescription, and so on. This is a radical change of perspective, which makes the general practitioner a real case manager for the patient, thanks to the presence of a structure close to the people and integrated.
This change is particularly important for the Rubicon District, where out of 92,853 inhabitants, 22 percent are over 65 and 32 percent of families are made up of single households. In a scenario of progressive prevalence of non self-sufficient people, elderly or disabled, with important assistance needs, an important recovery in the efficiency of health and social assistance services is urgent. In the Municipality of Savignano sul Rubicone, this service takes on a strategic supra-district value because it is on the border with the Rimini District, an area with marked mobility of the population between the two Districts and consequent complication of the recomposition of assistance between different territorial areas. From this point of view, the implementation of a Cot will make it possible to trace the transitions from one place of care to another or from one clinical level of assistance to another, provide support to professionals and the connection with the emergency-urgency network. .
