The Digital Registry and the strange case of Avellino

The National Resident Population Registry is the national database that simplifies demographic services to favor the digitization and improvement of services to citizens, businesses and institutions. President Mattarella inaugurated it and it is an important step towards the simplification and digitization of public administration services to citizens: it will no longer be necessary to go in person to the municipal offices to request certificates and surveys, but simply connect to the dedicated website, download and print them.

After years of experimentation, the service starts today, Monday 15 November, but not everywhere: out of 7904 municipalities in Italy, 63 are not yet registered to the Anpr. Of these, only 8 are in the North, while 54 are in the South. First in the ranking of the Italian digital divide is Calabria, with 18 Municipalities, then Campania, with 14. And the only provincial capital, Avellino, which with 54,357 inhabitants is the largest of all.

“The takeover of the Municipality of Avellino in Anpr, which requires precise steps imposed by the Ministry of the Interior, is part of a broader process of transformation and digitization that the municipal administration started last year and which will allow the Municipality of Avellino, after decades, to align itself with the most innovative and fast forms of digital delivery of services “, reads a press release from the municipal administration of the Irpinia capital released a few days ago. Which goes into even more detail, explaining how “Publisys Spa, which has been awarded the supply of the Municipal Information System, has been working for months on the transcoding of the entire Personal Data Bank”. We read of a “laborious” data recovery intervention from the database by the previous company in charge, which would have ended on 20 October. This is followed by a phase of analysis and correction of the information acquired, which will not be easy: we are talking about over 17 thousand errors already identified.

But in Avellino they are optimistic, and promise that “the export of the Personal Data Bank to the most modern and operational software solution will be carried out by 10 December next”. An optimism that, however, was not shared at the institutional level, given that the national report of the Ministry of the Interior does not indicate any date: no testing, no planning, nothing. Meanwhile, for safety reasons, the Municipality “has approved the signing of a special agreement with the National Tobacconist Association and the trade unions representing newsagents, for the extraction and printing service of agricultural certificates“.
