The Green Pass has a problem, but it will be solved

The Green Pass has a problem. It is not the privacy, it is not the bureaucracy, it is not those who do not have the SPID yet. The problem is in interoperability between the database of the Ministry of Health and those of the Regions and the Istituto Superiore di Sanità.

But let’s start from the beginning. The certificate attests one of these conditions:

  • have taken the first dose or the 15-day single-dose vaccine;
  • have completed the vaccination course;
  • have tested negative on a molecular or rapid swab within the previous 48 hours;
  • be cured of COVID-19 within the previous six months.

Anyone who contracted the virus between to six months prior to vaccination will receive only one dose. According to Italian law, these people are entitled to have the Green Pass, and many in fact have already had it. But for a system malfunction, their document currently equates them to someone who has had only one dose of the vaccine. The database with the registry of vaccinated people, in fact, does not communicate correctly with that of people recovered from COVID in the availability of the Regions and the ISS. In Italy they will still be able to participate in public events, access nursing homes or other structures, move in and out of areas in the “red zone” or “orange zone”.

From 1 July, however, the COVID-19 green certification will be valid as an EU digital COVID certificate and will make it easier to travel to and from all EU countries and the Schengen area. And here, difficulties could arise for the approximately 500,000 Italians who received the certificate after falling ill and having received, as expected, only one dose.
The Ministry of Health and the Department for Digital Transformation are aware of the problem and are working to solve it, with the green light of the Privacy Guarantor. Everything should probably be resolved by 1 July, so in fact without practical effects. Those who are cured and have had only one dose will soon receive the certificate to which they are entitled, a European Green Pass, which will replace the one sent in these first hours, valid only for Italy. Interested parties will be notified in the same way as for the first Green Pass.
