The Medicine case in Treviso, the accusation: “Zaia used the funds for the Rsa”

The attack of the CGIL. With that money, highlights Paolino Barbiero (former Secretary of Pensionati Cgil), the Region would have helped the families of 82 elderly to pay the fees of the retirement home for a year.

TREVISO. One and a half million euros a year, fished in the regional health fund and in particular in the Lea chapter, to pay the School of Medicine of the Bo in Treviso: with that money, highlights Paolino Barbiero (former secretary Pensionati Cgil), the Region it would help families of 82 seniors pay nursing home fees for a year.

“I don’t understand how it was possible to take money from fundamental sectors, such as those of the Lea, who already have a lack of resources” thunders Barbiero, embracing the reading of the Constitutional Court that asked the Region to pay the university in Treviso with other money, other than those intended for essential services.

The response of the experts, but also of the mayor and Ulss, is that the School of Medicine, in a historical moment of lack of doctors, is an essential service, especially in the future. And it was therefore correct to start it, especially since the project will now continue.

the services concerned

In fact, Zaia assured that the university will go ahead by finding resources elsewhere. “It is incredible that funds were used for Lea’s – continues Barbiero – because when we talk about Lea we are talking about local services, community hospitals where post-operative rehabilitation can be done, screening activities, vaccines, retirement home fees, day centers for the disabled or for senile dementia, home care. In short, a series of proximity services of fundamental importance, struggling with a chronic lack of resources.

Furthermore, during the pandemic, these services suffered a further contraction, creating even greater precariousness both in the provision of the service and in the work of the staff, placed on layoffs. Using the Lea’s money for the University, therefore, penalizes a series of services that concern the entire population, and which should be strengthened immediately Ā».

the calculation

One and a half million euros a year, therefore, to pay for the university in Treviso. The average commitment of the Region for fees in RSA, that is the share of sharing in household spending, is about 52 euros per day. “A simple calculation is enough to discover that with that million and a half we would have helped the families of 82 elderly people to pay their tuition for a year,” says Barbiero. Ā«On average, the Region’s expenditure for the elderly is 50% of the tuition, unfortunately, however, there are Serie A seniors, who can count on the commitment, and Serie B seniors, who must pay the fees in full. Nursing homes are expanding, but not the number of challenging ones, and therefore many remain excluded from aid and have to bear significant expenses. This is just an example: we are talking about fees, but with that money we would have enhanced many other services Ā».

support for the project

Cisl also embraced the interpretation of the Constitutional Court, albeit with more nuanced tones than Barbiero. Teresa Merotto, CISL Belluno Treviso confederal secretary, reiterated that “the money reserved for the health system is better than it remains in the health system, we are still in an emergency and we have understood how important it is to have a health system that works”. Merotto, however, also focused on another aspect: Ā«This does not mean to be opposed to the continuation of the university in Treviso, quite the contrary. We had also asked for the abolition of the limited number, the course has started and must be preserved. However, it must be financed through the channels normally used, without the need to fish from the regional health fund ā€.
