Here is the draft of the project for the constitution of the Super-OSS in Lombardy: with 150 hours of practice and 150 of theory it will replace the Nurse in various areas.
Lombardia goes on the experimental project that will lead to the establishment of the so-called in this region as well Super-OSSor ratherSocial Health Operator with complementary training. He will replace the Nurse in various areas and will be trained by Nurses. The project had been anticipated a few weeks ago by the regional health councilor Letizia Moratti and, as happened in Veneto, it had raised quite a few controversies among health professionals.
For Social Healthcare Workers it will be a specific path that provides for a four-month duration divided into two months of theoretical lessons (150 hours) and two months of internship (150 hours of which at least 50 hours out of service hours, registered and countersigned by the trained nurse), which can be sequential or overlapping.
Access to training, according to what has been learned, will take place upon notification of the names by the structures, the requirement of level B2 knowledge of the Italian language is defined for foreign personnel.
The training will take place, in particular, on four modules dedicated to:
- personal care and safety;
- ache;
- help in taking therapeutic prescriptions;
- prevention of falls in the elderly, the use of restraint measures, the prevention of infections in the elderly.
The path of the referring nurse will last 30 hours and will be divided into 3 modules: professional responsibility; treatment and care plans; leadership in the care and assistance process.

EXPERIMENTAL PROJECT: COURSE OF COMPLEMENTARY TRAINING IN HEALTH CARE OF THE SOCIO-HEALTH OPERATOR IN RESIDENTIAL AND SEMI-RESIDENTIAL SOCIAL AND HEALTH FACILITIES FOR ELDERLY PEOPLE AND PEOPLE WITH DISABILITIES.
TRAINING ACTIVITIES AND PROFESSIONAL REQUIREMENTS OF TEACHERS.
Having assessed the strategic importance of the nursing profession and social health workers in the context of the new processes of taking charge related to the development of local health, pending the ongoing work at ministerial level on the figure of the OSS, this document develops a experimental project concerning:
- the activation of an experimental path of complementary training of the OSS in health assistance directed to OSS operators already in service at authorized and accredited social and health care units of the territorial residential and daytime network (RSA, RSD, CSS, SRM, CDD, CDI) ;
- the activation / accreditation of a training course for referent nurses for the insertion of OSS with complementary training in health care in semi-residential residential structures for the elderly and for people with disabilities.
During its implementation, constant monitoring will be guaranteed, also through the definition of specific measurement tools such as quantitative of the results achieved. The possible definition at national level of evolutionary paths of the OSS figure will involve the reabsorption of this experimental project.

The managing bodies of the accredited offer units falling within the scope of the experimental project contact the accredited training bodies asking for the course to be provided using the list of accredited training providers who already provide courses for OSS.
