With the money from the recovery plan, 5 homes and 2 community hospitals arrive in the Lodi area, in addition to the territorial operations center (Cot) of Sant’Angelo, the result of the reconversion of the surveillance center which during the pandemic phase monitored Covid patients at home . Between 2023 and 2026, the healthcare reform is ready to take off in the Lodi area, with the aim of bridging the gap between local medicine and hospitals highlighted, in particular, during the pandemic.

Community hospitals will be the hospitals of Casale and Sant’Angelo, with 20 beds each, under nursing management, and which will also house the first two houses of the community. The other 3 houses of the community will rise in Lodi between the former Cup in via Mosè Bianchi (where the Avis and 118 are now present) and the former maternity hospital in viale Savoia, 4 thousand 400 square meters of space, in Codogno in the building of the Asp in viale Gandolfi and in Zelo, in the former elementary school.
Maximum financing ceiling
The Ats of Milan, in total, has foreseen a maximum ceiling of funds for the redevelopment of all the structures used for the health and assistance functions of the Ats, of 452 million euros. For the Lodi area, the maximum ceiling indicated on the basis of the sizes provided is 32 million and 900 thousand euros (but the hypothesis is that less funds could be needed than those estimated, also because the works must be carried out between 12 and 24 months): 6 million euros for the hospital of Sant’Angelo and 6 million for that of Casale; for Lodi city, on the other hand, the funds amount to 11 and a half million euros, for Codogno 4 million and 5 million and 400 thousand for Zelo.

“The community houses are divided into hub and spoke centers, but the differences are minimal. Lodi will definitely spoke. There will be: primary care services provided by groups of general practitioners, pediatricians, community nurses and medical guards; the social worker of the floor offices, the mental health services for adults and children (Uonpia) and addictions, in addition to the counseling center (obstetric and gynecological visits, childbirth preparation courses, health education); home care with multidimensional assessment, ADI, prosthetics, disability, choice and revocation); internal medicine and geriatrics activities; cardiological activity (electrophysiology, cardiac echocardiodoppler and supra-aortic trunks, cycle ergometer for cardiovascular exercise tests and cardiological examination); pneumological activity (chest x-ray; spirometry, oximetry, pneumological examination); diabetic activity (nursing evaluation and visit); oncological activity for low-risk patients and controls; neurological activity (neurological examination, electromyography, electroencephalogram, evaluation of degenerative diseases); physiatry, with the evaluation of residual autonomy and the drafting of the individual rehabilitation project; ophthalmological activity (examination, examination of the fundus of the eye and ocular defects in children). In community homes there will also be nursing clinics, the booking system linked to the Cup and screening programs (mammography, pap smears, occult blood) and health promotion programs. Inside there will be a desk for relations with local authorities and associations, diagnostic services aimed at monitoring chronic patients (radiology, echocardiography, cardiovascular tests, spirometry, oximetry and retinography); the collection point and vaccinations.
“Not just healthcare construction”
“The NRP is not exclusively a health building plan, but contemplates a profound reorganization of national and regional health care with a view to a very close integration between the territorial and hospital centers – underlines the director of Asst Salvatore Gioia -. The community houses will constitute the access point for citizens to services and services developed also thanks to the synergy with local authorities and social services. They will be a place of integration between primary care and outpatient specialist assistance, through the presence of spaces dedicated to general practitioners and paediatricians of free choice who will be able to guarantee patients an additional offer ». Community hospitals, on the other hand, are designed as hospitalization facilities for patients who require low-intensity health interventions. “The choice of Casale and Sant’Angelo represents the completion of an offer of beds for sub-acute and post-acute already existing in the 2 centers of the Asst and dedicated to chronic and fragile patients in the area who need a care path and therapeutic impossible to carry out at home “. Of fundamental importance, says Asst, will be the role played by the operations center, in support of all health professionals, simplifying the care of the fragile patient, also favoring protected discharges ».
