Incredulous, they discovered that a slanderous accusation hangs on them, that of abuse and violence against the child, at least according to the report of the nun who coordinates the peer school attended by the child who is also followed by the support teacher for his painting. Violence, and beatings.

A shock. In a few weeks, hope and expectation have turned into a nightmare, with the specter of a judicial investigation.

And having professed innocence, faced with the accusations, did not stop the mechanism of social services and the juvenile court. Ulss 2 has outlined another future for the child.

What a couple of graduated and esteemed banking officials and consultants in their community is experiencing is a drama bordering on the unbelievable.

A story of affection and law, of building a family unit for a child and of a dossier that would now nail the two.

But also of bureaucracy and relationships, up to two very tense meetings in the last few days.

The foster parents, in the very early morning, assisted by the lawyer Giovanni Bonotto, tried to rebel.

By sending to the Public Prosecutor’s Office and Juvenile Court, to the heads of the Ulss 2, to the district and family counseling managers, to the provincial president of the conference of mayors, to the management of the equal school, to the governor Zaia and to the regional councilor for health, Lanzarin, to the mayor of their municipality, and that of the school, to the guardian of the child, their well-documented “cry of pain”.

An open letter in which they declared that they wanted to disobey the provision of the Ulss2, deeming it an arbitrary and unjustified act to separate them from the baby.

And openly contesting both the work of the “entrusting team” and the report of the school manager nun.

And they didn’t take the baby to the specialized institution. In the afternoon, however, they had to give up, in a sea of ​​tears, when a manager and a social worker showed up at the couple’s home to take over the baby.

And decree the end of the custody with an act of the juvenile court that dates back to June 4 – as if there was another process – strictly judicial? – compared to the procedure launched by the social and health company in recent weeks, after the terrible report of the school coordinator of the peer.

They bowed their heads, they gave up. After a heartbreaking separation they saw him leave their home, perhaps forever.

“We are punished unilaterally, without being able to defend ourselves,” they write in their detailed memorial, also entrusted to deputies and senators in the parliamentary commission of inquiry on custody.

THE INDICATION

This would be the terrible reality experienced by the child with the foster parents, according to the report of the school manager, who arrived a month and a half ago at the Ulss 2 offices, and immediately carefully examined by the “foster care team” competent for the area.

The nun who drew up the report, which we reached on Monday 7 June, did not want to make any statement.

However, it transpired that his report consists of about twenty pages, very detailed, in which it emerges, beyond the episodes of violence, “a picture of incorrect management of the relationship between carers and the minor”.

Episodes, thesis and family context strongly contested by the two spouses, who in their long memorial do not hesitate to foreshadow “various shortcomings of the school”, so much so as to make it clear that they would have wanted to enroll, next school year, in a state school that would guarantee a better service for the little one in foster care.

Rather, they highlight some points of tension in the relationship with the equal school.

Among which the choice of the school, in the last two years, not to keep the little pupil in the after-school (and this due to the hyperactivism attested by the specialists) and consequently not even in the canteen together with the other children.

And also on the Pei – an individualized educational plan – the couple would have asked, apparently in vain, for greater involvement, before signing the reference document on the minor’s educational project.

But the family lawyer – even before the specific episodes of violence indicated by the responsible – also disputes the general picture provided by the nun.

And on this he declares himself ready to quote witnesses, both in the educational and associative fields, and from families close to the couple, not only in schools, but also from neighbors and those who frequent the couple, who speak of a “practically filial relationship Or even of “affectionate consolidated relationships”.

On the contrary, they ask the school and health authorities to shed full light on the school management of the child, even during lesson times. The two spouses, faced with the decision of Ulss2 and the juvenile court, intend to resist.

GOODBYE TO THE CHILD

  • The heartbreaking separation: an official and a social worker took over the child.

The child hugged his “mother” – quotes because she is foster – in tears. And then he clung to the “dad” (same as above), as if he didn’t want to break away.

The leave from the child’s foster spouses, but not parents, on Monday 7, in their home, the child’s home for 4 years, was heartbreaking.

In about 20 minutes the separation took place which for Ulss 2 and the juvenile court marks the end of the foster care.

“It was not supposed to end like this,” the woman continued to cry desperately, when the officials of Ulss 2 brought the child with them, to lead him to the facility from now on his new home. “When will we see him again”?

And then, more and more desperate and distraught, as if she had perceived the emptiness left by the child who had gone away, she also gave in to hope: “We won’t see him again, we won’t see him again,” she continued through tears.

And again: “There is practically nothing left of him,” when she finally went into the little room.

Her husband was always close to her, visibly tried. And to comfort the woman, two neighbors also arrived, and the girl, a university student, who helped the child out of school hours.

They too were visibly moved by what they were seeing.

The ULSS 2 official and social worker showed up at the foster parents’ home in the early afternoon.

Sent by the heads of social services with an act of the juvenile court that ordered the removal of the child from mom and dad, to host him in a specialized facility.

The request to the parents, courteous but firm, was to not have uncomfortable or inadequate reactions, in order not to aggravate their position, in such a delicate moment, even in the interest of the child.

The foster spouses, who had wanted the lawyer who assists them at their side, finally understood that it was not the case to oppose them and agreed to separate from the baby.

They were “reluctant” before the law, since the morning, when they had not taken the child to the “Maria Antonietta Bernardi” Foundation in Parè di Conegliano, instead sending to all the health, judicial and administrative authorities, and school, their memorial appeal which they wanted to call, not by chance, “cry of pain”.

The visit of a President of the Republic to the “Fondazione Sons Maria Antonietta Bernardi” in Parè di Conegliano has remained historic.

It was November 7, 1998. Oscar Luigi Scalfaro, accompanied by his daughter Marianna, guest of Vittorio Veneto for the 80th anniversary of the Victory, accepted the invitation of the Honorable Lino Innocenti to visit the community for minors that he himself had founded in 1984 carrying out the will of Mrs. Maria Antonietta Bernardi.

It was one of the first family-communities for the hospitality and regeneration of children and young people from families in difficulty or without families.

At the time, only the “La Porta” community operated on the territory, started by Don Luigi Vian of the Small Community. This one for the little ones, that of Innocenti for the boys.

No distinction of race or religion, in the welcome. The educational approach was inspired by a family lifestyle, in which the affective component is very present. And so it has remained over the years.

Innocenti, before dedicating himself to this voluntary service, had carried out a manifold political activity, in Conegliano, in the Province and in Parliament; always in the DC, on the side of the Dorotei.

But the approach given to the Foundation was of maximum openness, even with study and research activities.

From the hands of Innocenti, the community – which is preparing to build two more offices in Campolongo – has passed to those of Mario Secolo, doctor, health director in Conegliano.

He had distinguished himself as a young professional in occupational medicine, collaborating with the union in the first investigations into accidents and the healthiness of the workplace, demonstrating then competence and courage.

The Foundation is a member of the National Committee of Communities for Minors. It includes the educational communities Casa Ezio Mario and Casa Antonio Colomban, located near the ancient Roman bridge in via Vecchia Trevigiana.

There is a third community, Villa Dal Canton, one kilometer away. Casa Ezio Mario welcomes 8 children up to 12 years and adolescent females up to 17 years.

Casa Antonio Colomban hosts 8 teenagers from 13 years old until they reach the age of majority. Casa Maria Pia Dal Canton is designed to accommodate 8 adolescent girls from 13 to 18 years with the possibility of administrative continuation up to 21 years.

Punctual integration in the district of Parè, which has never shown any inconvenience for these presences nor for that of the youth community and the Sert.

Moreover, the Foundation is a true archipelago of solidarity. In via Einaudi, also in Parè, there is a day center for 8 minors, males and females, aged 6 to 17 residing in the area. In via Padova there is a furnished and fully equipped apartment to accommodate up to four young people. –
